Invitation to Bid
Sealed bids will be received by the Office of Procurement Services, on behalf of the Lake County Board of County Commissioners, until 3:00 p.m. on December 11, 2025, for the furnishing of all services, labor, materials and equipment for the construction of the following project: North Lake Trail – East Collins Street to Beach Street; Project No. 2026-01; Bid No. 26-702.
This project is located in North Lake County, in the City of Umatilla and shall consist of constructing a multi-use trail along SR 19. Contractors shall bid to construct the multi-use trial from Station 12+00 to Station 42+50 as the base bid. Between Station 12+00 and 12+60 Lake County will connect to Hatfield Drive instead of the proposed connection to E. Collins Street (CR 450 East) as shown in the plans. Trail construction shall consist of stabilized subgrade under the concrete as well as asphalt, limerock, asphalt, installation of Reinforced Concrete Pipe and Miter End Sections, striping, signing, cast in place detectable warning mats, 4’ concrete separators, 6” concrete, sod, and other miscellaneous incidental construction.
Contractor shall also provide a cost to construct the multi-use trail from Station 42+50 to Station 58+50 as bid alternate 1.
Contractor shall also provide a cost to construct the multi-use trail from Station 58+50 to Station 74+00 as bid alternate 2.

Hand delivery of submittals will not be accepted. RESPONSES MUST BE SUBMITTED THROUGH THE SOLICITATION RESPONSE PORTAL TO BE CONSIDERED – https://procurement.lakecountyfl.gov/login. A response will not be accepted if completed and submitted after the official due date and time.

Bids may be withdrawn prior to the date of opening, but no bids may be withdrawn for a period of sixty (60) days after the date of opening of bids.
The Board of County Commissioners reserves the right to reject any or all bids, to waive formalities, and to award the contract in the best interest of Lake County, Florida.
All bids must be accompanied by a Bid Guarantee acceptable to the County Attorney, which shall be one of the following: bid bond or letter of credit, in the sum of five percent (5%) of the base bid and made payable to Lake County. Said bid bond or letter of credit shall be a guarantee that should the bid be accepted, the bidder will, within ten (10) days after written notice of the award of the contract, enter into a contract with Lake County for the services proposed to be performed and will at that time furnish an acceptable contract surety. Cash, company or personal checks will not be accepted.
A non-mandatory pre-bid conference will be held via a Telephone Conference on November 13, 2025, at 9:00 a.m. Bidders may access the telephone conference by dialing 1-321-332-7400 and entering Conference ID No. 584 445 58#. Bidders are encouraged to download and review the plans, specifications, and bid forms prior to the non-mandatory pre-bid conference so that questions may be presented at that time.
