ADVERTISEMENT FOR BIDS
Sealed proposals for Elizaville and Elm Swamp Road Intersection Improvements will be received by the City of Lebanon, Indiana (the “Owner”), by and through the Board of Public Works and Safety, through QuestCDN vBid Online Bidding ONLY until 5:00 pm, local time, on November 24, 2025. Bids will be publicly opened and read aloud at the Board of Public Works and Safety meeting, in the Council Chambers at 401 S. Meridian Street, Lebanon, Indiana, 46052 on or after 6:15 pm, local time, on November 24, 2025. Any bids received later than the above time and date will be returned unopened. No conditional bids will be considered.
DESCRIPTION OF WORK:
Intersection improvements including HMA pavement removal, grading, backfill, concrete walks, ADA Ramps, concrete curbs, HMA pavement milling and resurfacing, thermoplastic striping, seeding, and traffic maintenance, and other work as required.

Bids shall be properly and completely executed on Bid Forms provided on the QuestCDN platform. Each Bid shall be accompanied by a completely filled out Form No. 96 and acceptable bid security documentation as required on the QuestCDN platform. Any Bid not accompanied by the aforementioned required items shall be deemed to be a non-responsive Bid by the Owner.
No bidder may withdraw their proposal within a period of sixty (60) days following the date set for receiving bids. The Owner reserves the right to retain the three lowest bid proposals for a period of not more than ninety (90) days and said proposal shall remain in full force and effect during said time. The Owner further reserves the right to waive informalities and to award the contract to the lowest and most responsible bidder or bidders, all to the advantage of the Owner, or to reject all bids. No consideration for escalation on prices can be considered; therefore, bidders are advised to not include any such escalation clauses in their proposal for this project.
BID SECURITY: Each bid shall be accompanied by an acceptable bid bond in the amount equal to 5 percent of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana and whose name appears of the current Treasury Department Circular 570.
BONDS: The Contractors to whom work is awarded shall be required to furnish a Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract price, and they shall be acceptable to the Owner.
QUALIFICATION OF BIDDERS: Bidder and Bidder’s Sub-Contractors and suppliers performing work shall demonstrate 5 years of progressive experience in work similar in nature to this project. including, but not limited to Bituminous Paving, ADA Compliant Sidewalks and Ramps, Concrete Construction, Striping and Traffic Control, and Miscellaneous Road Construction” Any general or subcontractor that has outstanding fees or inspections or has outstanding work-related, performance, or quality issues with the Owner may be deemed as non-responsive or non-responsible.
PRE-BID MEETING: There will be an optional Pre-Bid Meeting at 9:00 am local time, on November 14, 2025, in the Lebanon City Hall at 401 South Meridian Street, Lebanon, IN 46052.
