MEETING OF THE COUNTY
BOARD OF SUPERVISORS
MANITOWOC COUNTY, WISCONSIN
Monday, October 27th, 2025 6:00 P.M.
Pursuant to Wis. Stats. 59.04, the County Board of Supervisors of Manitowoc County, Wisconsin convened in open session at the Heritage Center, in the City of Manitowoc, being the 27th day of October 2025, for the purpose of transacting business as a Board of Supervisors.
Chairman Martell called the meeting to order at 6:01 p.m.
Supervisor Hammel gave the invocation, followed by the Pledge of Allegiance to the Flag by the entire assemblage.
Roll call: 23 members were present: Lillibridge-1, Jadowski-2, Metzger-3, Heilman-4, Martell-5, Hansen-6, Schiesl-7, Hacker-8, Sitkiewitz-9, Zimmer-10, R. Phipps-11, Neils-13, Bonde- 14, Hammel-15, Naidl-16, Maresh-17, Muench-18, Falkowski-19, Engelbrecht-20, M. Phipps-21, Grambow-22, Klein-23, Weiss-24, and. Supervisors Behnke was excused. Supervisor Shimulunas was absent.
REPORTS
Bryan Grunewald, CPA presented the 2024 Audit and Annual Comprehensive Financial Report.
PUBLIC COMMENT – OPPORTUNITY FOR CITIZENS TO PRESENT THEIR VIEWS
Chairman Martell declared public comment on County Executive's Proposed 2026 Annual Budget open at 6:23 p.m.
Robert Dewane, Circuit Court Branch 3 Judge, advocated for the opioid funds continued used for abatement programs within the Human Services Department because it has been resourceful. He was also in support of moving forward with the next phase of the dome project.
No one else present wished to speak on the proposed budget, subsequently Chairman Martell closed public input on County Executive's Proposed 2026 Annual Budget at 6:25 p.m.
Chairman Martell declared public comment on Non-Budget Issues open at 6:26 p.m.
Jim Langnese, City of Manitowoc, advocated for the body cameras for the sheriff's department. He also mentioned Drug Court should implement a 3-strike rule and needed to work more with the Mental Health Programs.
Jim Theyerl, Town of Manitowoc, reported on monies regarding the reserve fund and questioned where $11 million dollars was spent in the past 20 years. He questioned why highway department employee raises and believes the county board needs new blood.
No one else present wished to speak, subsequently Chairman Martell closed public input at 6:32 p.m.
CONSENT AGENDA
Chairman Martell called the consent agenda and questioned if any supervisor wished to withdraw any items. Supervisor Muench moved, seconded by Supervisor Hansen to approve Consent Agenda Items A1, A2, B1a, B2a, B2b, B2c, B2a, B2b, B2a, B2b, B3a, C1a, C1b, C2a, C3a, and C4a. Upon vote, the motion carried unanimously.
A1. Approve September 16, 2025 County Board Minutes.
A2. Approve October 7, 2025 County Board Minutes.
B1a. Appointment of Duane Argall to the Board of Adjustment for a term expiring July 2028.
B2a-b. Appointments of Mary Hoffman, Sherri Pinkerton, and Crystal Schleis to the Expo Ice Center Board for a term expiring December 2026.
B2a-c. Appointments of Tonya Dvorak and Marilyn Lentz for a three-year term expiring December 31, 2028.
B2a-b. Appointment of Tamma Loritz and Nancy Newberg for an extended term expiring December 31, 2027 to December 31, 2028.
B3a. Appointment of John Musial to the Joint Dispatch Board for a term expiring December 2026.
C1a. Resolution 2025/2026-119 Denying Claim (Charter Communications, Inc).

ANNOUNCEMENTS
Chairman Martell advised the supervisors the next County Board Meeting will be November 4th, 2025. He also reminded them to save the date of November 11th, 2025 if needed.
ADJOURNMENT
Supervisor Neils moved to adjourn, seconded by Supervisor Engelbrecht, and the motion was adopted by acclamation. The meeting adjourned at 7:00 p.m.
