Scope of Work
The City of Phoenix is seeking three qualified consultant teams to provide architectural services for three new fire stations, Fire Station No. 13, Fire Station No. 71 and Fire Station No. 93. Services include design and construction administration and observation. Fire Station No. 13 is located at 5018 E. Thomas Road. Fire Station No. 71 is planned for property in the area near Mayo Clinic in the northeast area of the city. Fire Station No. 93 is planned for property in the area near Metro Center in the northwest area of the city. The estimated total construction cost for Fire Station No. 13 is $12 million and is General Obligation Bond funded, Fire Station No. 71 is $12 million, and Fire Station No. 93 is $13.5 million.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 10:00 am on Monday, November 17, 2025, at Calvin Goode Building, 10th Floor Conference Room AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be directed to the Contracts Specialist.

On Thursday, November 6, 2025 the Request for Qualifications packet may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above.
Firms must be registered in Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
