Summary of Ordinance of the Ventura County Fire Protection District Adopting the 2025 Edition of the Ventura County Fire Code and the 2025 Edition of the Ventura County Wildland Urban Interface Code The Board of Directors of the Ventura County Fire Protection District (“District”) adopted Ordinance No. 34 on October 14, 2025. Adopted Ordinance No. 34 repeals Ordinances No. 29, the Ventura County Fire Apparatus Code, and No. 32, the 2022 Ventura County Fire Code (“VCFC”), and adopts by reference the 2025 California Fire Code (including Appendix Chapters D and P), portions of the 2024 International Fire Code, portions of the 2025 California Wildland Urban Interface Code, portions of the 2024 International Wildland Urban Interface Code, and portions of Title 19 of the California Code of Regulations, together with amendments thereto and administrative provisions as the 2025 edition of the VCFC and 2025 edition of the Ventura County Wildland Urban Interface Code (“VCWUIC”). Adopted Ordinance No. 34 reenacts the local amendments and administrative provisions of the 2022 VCFC with minor changes to clarify existing language, correct clerical errors or renumber provisions (including moving existing Fire District fire safety provisions for Wildland-Urban Interface areas from Chapter 49 to Article 4 of the ordinance), except that the ordinance makes the following substantive changes: Article 1: Added provisions outlining the adoption of the 2025 California Wildland Urban Interface Code and the 2024 International Wildland Urban Interface Code into Article 4 of this ordinance to be known as the Ventura County Wildland Urban Interface Code. Article 3: Chapter 3, Section 308.1 added reference to Article 4 of this ordinance for open flame, fire and burning activates occurring in wildland urban interface areas. Chapter 3, Section 308.2 relocated the permit requirement for use or operation of torches and other devices, machines or processes liable to start a fire in a wildland urban interface area into Article 4 of this ordinance. Chapter 3, Section 315.1 added reference to Article 4 of this ordinance for outdoor pallet storage operations occurring in a wildland urban interface area Chapter 3, Section 321.1 added reference to Article 4 of this ordinance for artificial combustible vegetation on roof and near buildings located in wildland urban interface areas. Chapter 28, Section 2801.1 added reference to Article 4 of this ordinance when products outlined in the chapter are being stored, manufactured, or processes in wildland urban interface areas. Chapter 49 provisions were relocated into Article 4 of this ordinance as part of the adoption of the Ventura County Wildland Urban Interface Code. Appendix D was adopted and the provisions for fire apparatus access roads currently contained in VCFPD Ordinance No. 29 and Standard 510 are being relocated in this appendix. Article 4: Chapter 6, Section 617 added clarification of the requirement for a defensible space inspection upon sale of residential property in accordance with California Civil Code Sections 1102 through 1102.19. The ordinance will take effect on January 1, 2026. A copy of the ordinance and adopted codes are on file with the office of the District Fire Marshal. In addition, upon ratification by the legislative bodies of the County of Ventura and any member city that adopts Article 3, Section 903; Article 3, Appendix B; and Article 4, Section 604.11 pursuant to subdivision (c) of Health and Safety Code Section 13869.7, the aforementioned provisions shall apply in such jurisdictions upon the effective date of Ordinance No. 34 or upon the date of said ratification or adoption by the County or any member city, whichever is later.
