OFFICIAL PROCEEDINGS OF THE BOARD OF SUPERVISORS OF PORTAGE COUNTY, WISCONSIN November 3, 2025 Meeting was called to order by First Vice Chair Vinnie Miresse at 5:16p.m. Roll call taken by County Clerk Davis revealed: (22) present: (21) attending in person: Supervisors Steve Cieslewicz, Jeanne Dodge, Chris Doubek, Nancy Eggleston, Steve Fritz, Bob Gifford, Joan Honl, Barry Jacowski, Matt Jacowski, Donald Jankowski, Dave Ladick, David Medin, Vinnie Miresse, Julie Morrow, Suzanne Oehlke, Stan Potocki, Larry Raikowski, Chris Randazzo, Andrew Rockman, Amberle Schwartz, Mike Splinter, and Janell Wehr. (2) attending remotely via Webex: Supervisors Shaun Przybylski (1) excused: Chair Ray Reser (1) absent: Supervisor James Yetter All present saluted the flag. All present observed a moment of reflection. 2025 Budget Public Hearing Motion by Supervisor Doubek, second by Supervisor Ladick to adjourn the annual meeting and convene the 2025 budget public hearing. The annual meeting was adjourned, and the public hearing was convened by call of the chair. No comments were offered. Motion by Supervisors Oehlke, second by Supervisors Rockman to adjourn the public hearing and reconvene the annual meeting. Public Comment None Discussion Only Discussion of the Government Facility Master Plan Project (Law Enforcement Center/Jail and Courthouse Remodel) Review/Approval Motion by Supervisor Potocki, second by Supervisor Doubek to approve the October 21, 2025 minutes. Motion carried by voice vote, with no negative votes. The minutes were approved. Resolutions/Ordinances RESOLUTION NO. 160-2024-2026 – AMENDED RE: ADOPTION OF THE 2026 PORTAGE COUNTY BUDGET AND THE PROPERTY TAX LEVY APPORTIONMENT FOR THE 2025 TAX LEVY PAYABLE IN 2026 NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors hereby authorizes a property tax levy in the amount of $36,051,291 in support of the 2026 budget; and BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to levy the required taxes against all taxable property in Portage County and to levy special assessments and charges against the respective municipalities as provided by law; and BE IT FURTHER RESOLVED, that the Portage County Board of Supervisors hereby adopts the budget of $142,129,510 for the fiscal year beginning January 1, 2026. Motion by Supervisor Raikowski, second by Supervisor Rockman for the adoption. Motion by Supervisors Dodge, second by Supervisors Morrow to amend the resolution to change the .5 FTE Foster Care Coordinator position to a 1 FTE Foster Care Coordinator position decreasing the Health & Human Services (HHS) fund balance by $46,163, increasing the HHS appropriation by $46,163 thereby increasing the countywide budget by $46,163. This does not impact the tax levy. Motion to amend carried by voice vote, with no negative votes. Motion by Supervisors Eggleston, second by Supervisor Oehlke to amend the resolution to include the reclassification request for the Chief Deputy County Clerk from Grade 24 to Grade 26, step 10 decreasing the unassigned general fund balance by $11,250, increasing the County Clerk office budget by $11,250 thereby increasing the countywide budget by $11,250. This does not impact the tax levy. Motion by Supervisors Matt Jacowski, second by Supervisors Barry Jacowski to amend the amendment to include that if the 2026 wage study results in a lower grade/salary, this position will be classified and compensated as recommended by the wage study. Roll call vote on the motion to amend the amendment revealed (16) ayes, Supervisors Doubek, Wehr, Medin, Przybylski, Ladick, Honl, Gifford, Potocki, Splinter, Jankowski, Fritz, Raikowski, Dodge, Matt Jacowski, Barry Jacowski, and Cieslewicz, (7) nays, Supervisors Miresse, Morrow, Rockman, Randazzo, Eggleston, Oehlke, and Schwartz, (1) excused, Chair Reser, and (1) absent, Supervisor Yetter. Motion carries, the amendment has been amended. Roll call vote on the amendment, as amended, revealed (16) ayes, Supervisors Miresse, Wehr, Medin, Morrow, Honl, Rockman, Gifford, Potocki, Splinter, Jankowski, Randazzo, Eggleston, Fritz, Oehlke, Schwartz, and Dodge, (7) nays, Supervisors Doubek, Przybylski, Ladick, Raikowski, Matt Jacowski, Barry Jacowski, and Cieslewicz, (1) excused, Chair Reser, and (1) absent, Supervisor Yetter. Motion on the amendment, as amended carries. Motion by Supervisor Matt Jacowski, second by Supervisor Morrow to amend the resolution to transfer $8,931 within the ADRC budget to add an additional 5 hours to the Health Promotion Coordinator new position request. There is no increase or decrease to the department or countywide budget. Motion to amend carried by voice vote, with no negative votes. Motion by Supervisor Matt Jacowski, second by Supervisor Barry Jacowski to amend the resolution to include the reclassification request for the Chief Deputy Treasurer from Grade 22 to Grade 24, step 8, including that if the 2026 wage study results in a lower grade/ salary, this position will be classified and compensated as recommended by the wage study. Motion to amend carried by voice vote, with no negative votes. Motion by Supervisors Matt Jacowski, second by Supervisor Oehlke to reconsider the motion to amend the resolution in include the reclassification request of the Chief Deputy Treasurer position to Grade 24, step 8. Motion to reconsider carried by voice vote with no negative votes. Motion by Supervisors Matt Jacowski, second by Supervisor Splinter to amend the resolution to include the reclassification request for the Chief Deputy Treasurer from Grade 22 to Grade 23, step 8, including that if the 2026 wage study results in a lower grade/ salary, this position will be classified and compensated as recommended by the wage study, thereby decreasing the unassigned general fund balance by $3,360, increase the County Treasurer office budget by $3,360 thereby increasing the countywide budget by $3,360. Motion to amend carried by voice vote, with no negative votes. Roll call vote on the resolution as amended, with new budget total of $142,225,733, revealed (23) ayes, (1) excused, Chair Reser, (1) absent, Supervisors Yetter. The resolution, as amended, was adopted. RESOLUTION NO. 161-2024-2026 – AMENDED RE: ESTABLISHING FUND BALANCE CLASSIFICATIONS AS REQUIRED BY GASB STATEMENT NO. 54, FUND BALANCE REPORTING AND GOVERNMENTAL FUND TYPE DEFINITIONS NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors hereby commits fund balances in accordance with GASB Statement No. 54 effective for the County's financial statements ending December 31, 2025. Motion by Supervisor Barry Jacowski, second by Supervisor Ladick for the adoption. Motion by Supervisors Barry Jacowski, second by Supervisors Raikowski to amend the resolution to change the classification of the business park fund from committed to assigned. Motion to amend carried by voice vote, with no negative votes. Motion on the resolution carried by voice vote, with no negative votes. The resolution, as amended, was adopted.
