PUBLIC NOTICE   Notice of Preliminary Determination for Water Right Transfer T-14353   T-14353 filed by St. Jory Vineyard, LLC/Greg Fries, Member, 4676 Commercial St. SE #64, Salem, OR 97302, proposes a change in use under Certificate 91454. The right allows the use of 77.0 acre-feet from an unnamed creek in Sec. 35, T8S, R3W, WM for recreation, wildlife, and wetland enhancement within Sec. 35, T8S, R3W, WM. The applicant proposes to change the character of use to multipurpose. The Water Resources Department proposes to approve the transfer, based on the requirements of ORS Chapter 540 and OAR 690-380-5000.   Any person may file, jointly or severally, a protest or standing statement within 30 days after the last date of newspaper publication of this notice, 11/17/2025.
