Common Council meeting was called to order by Mayor TeStrake at 6:00 p.m., in the Council Chambers, City Hall.

• Alderperson Delis – Carter Howe is the new Executive Director for Main Street Marshfield and has just completed his 2nd week. Twenty-five business visits were completed last week. The Beer and Cider event over the weekend was a sell-out with positive feedback from business owners. Downtown Trick or Treating will be held on October 30, 2025 from 4:30 – 6:00 p.m. The Holiday Parade will be November 20, 2025 at 6:00 p.m. The Holiday Wine Walk will be held December 6, 2025.
CITY ADMINISTRATOR'S UPDATE
• The 2026 budget hearing will be held Tuesday, November 25, 2025 at 6:00 p.m. at the beginning of the regular council meeting.

First reading of Ordinance No. 1536, municipal code amendment to Section 2-130, Joint Municipal Court.
First reading of Ordinance No. 1537, text amendments to Section 19-29 (SR-6 Zoning District) to allow duplexes, twin homes, and townhouses (3-4 units) as permitted uses, and to allow accessory dwelling units by right, and amending Section 18-54 to update the table of land uses. The proposed text amendments include updates to the density, intensity, and bulk regulations for the district related to the new uses and changing the name of the district to SR-6 (Single and Two-Family Residential-6 Zoning District).
First reading of Ordinance No. 1538, text amendment to create a new zoning district (Section 18-44, Small Scale Residential District) and to amend Section 18-54 (Table of Land Uses). This change would create a new zoning district that is intended to accommodate a mix of low-density multi-unit types, including single-family, two-family, multiplex, and apartments, and townhouses, in a manner that maintains the character of surrounding neighborhoods.

CC25-211 Motion by Tompkins, second by Koran to amend CC25-210 to include all members presented in the packet: Mayor, City Administrator, Alderpersons Tompkins, Koran and Delis, CDA representative Winch and one additional CDA member, Economic Development Consultant Miller, and community members Dave Krause and Marsha Bushman.
