October 28, 2025 Common Council meeting was called to order by Mayor TeStrake at 6:00 p.m., in the Council Chambers, City Hall. PRESENT: Natasha Tompkins, Brian Varsho, Scott Koran, Jen Delis, Brian Giles, Rebecca Spiros, Mike O'Reilly and Andrew Reigel. ABSENT: Mike Feirer, Derek Wehrman The flag was saluted and the pledge given. IDENTIFY POSSIBLE CONFLICTS OF INTEREST • None CITIZEN COMMENTS • None CC25-203 Motion by Delis, second by Koran to approve the minutes of the October 14, 2025 Council meeting. Roll call vote, all ayes. Motion carried STAFF UPDATES • None MAYOR'S COMMENTS • None COUNCIL COMMENTS • Alderperson Delis – Carter Howe is the new Executive Director for Main Street Marshfield and has just completed his 2nd week. Twenty-five business visits were completed last week. The Beer and Cider event over the weekend was a sell-out with positive feedback from business owners. Downtown Trick or Treating will be held on October 30, 2025 from 4:30 – 6:00 p.m. The Holiday Parade will be November 20, 2025 at 6:00 p.m. The Holiday Wine Walk will be held December 6, 2025. CITY ADMINISTRATOR'S UPDATE • The 2026 budget hearing will be held Tuesday, November 25, 2025 at 6:00 p.m. at the beginning of the regular council meeting. REPORTS from COMMISSIONS, BOARDS, and COMMITTEES • A special Plan Commission meeting was held on October 27, 2025. The minutes will be read in to the consent agenda. CONSENT AGENDA CC25-204 Motion by Delis, second by Giles to receive and place on file, approving all recommended actions for the items listed on the consent agenda: Library Board - Personnel of August 28, 2025; Central Wisconsin State Fair – Junior Fair Board of September 17, 2025; Fairgrounds Commission of September 25, 2025; Parks, Recreation and Forestry Committee of October 8, 2025; Library Board of October 16, 2025; Judiciary and License Committee of October 21, 2025; Finance, Budget and Personnel Committee of October 21, 2025 (1. Approve funding for Police Department restructuring plan and the associated side letter with the police union. 2. Approve Resolution No. 2025-31, pay for seasonal/casual employees); Board of Public Works of October 21, 2025 (1. Authorize RFP for real estate acquisition services for West 5th Street reconstruction project.); Plan Commission of October 21, 2025 (1. Approve designation of 312 East 9th Street as a local historic property. 2. Approve alternative sign permit for 3201 South Mallard Avenue.); Business Improvement District Board of October 22, 2025; Plan Commission of October 27, 2025 (1. Approve conditional use permit for I-State Truck Centers). Roll call vote; all ayes. Motion carried First reading of Ordinance No. 1536, municipal code amendment to Section 2-130, Joint Municipal Court. First reading of Ordinance No. 1537, text amendments to Section 19-29 (SR-6 Zoning District) to allow duplexes, twin homes, and townhouses (3-4 units) as permitted uses, and to allow accessory dwelling units by right, and amending Section 18-54 to update the table of land uses. The proposed text amendments include updates to the density, intensity, and bulk regulations for the district related to the new uses and changing the name of the district to SR-6 (Single and Two-Family Residential-6 Zoning District). First reading of Ordinance No. 1538, text amendment to create a new zoning district (Section 18-44, Small Scale Residential District) and to amend Section 18-54 (Table of Land Uses). This change would create a new zoning district that is intended to accommodate a mix of low-density multi-unit types, including single-family, two-family, multiplex, and apartments, and townhouses, in a manner that maintains the character of surrounding neighborhoods. CC25-205 Motion by Delis, second by Tompkins to approve health insurance contracts with Security Health Plan for benefit-eligible employees for calendar year 2026. Roll call vote, all ayes. Motion carried CC25-206 Motion by Spiros, second by Delis to approve dental insurance contracts with Delta Dental for calendar year 2026. Roll call vote; all ayes. Motion carried CC25-207 Motion by Spiros, second by O'Reilly to approve vision insurance contracts with National Vision Administration for calendar year 2026. Roll call vote; all ayes. Motion carried CC25-208 Motion by Spiros, second by Tompkins to approve dependent care flexible spending account contract with Employee Benefits Corporation for calendar year 2026. Roll call vote; all ayes. Motion carried CC25-209 Motion by Delis, second by Giles to approve City Contribution of $500 single/$1000 family toward employee HSA accounts in calendar year 2026. Roll call vote; all ayes. Motion carried CC25-210 Motion by Spiros, second by Delis to appoint the following to the Weinbrenner RFQ Selection Team – Mayor TeStrake, City Administrator Barg, Alderpersons Tompkins, Koran and Delis, CDA representative Winch, Economic Development Consultant Miller, and vote separately on other members. CC25-211 Motion by Tompkins, second by Koran to amend CC25-210 to include all members presented in the packet: Mayor, City Administrator, Alderpersons Tompkins, Koran and Delis, CDA representative Winch and one additional CDA member, Economic Development Consultant Miller, and community members Dave Krause and Marsha Bushman. Roll call vote; Ayes – 7, Nays – 1 (Varsho). Motion carried Vote on CC25-210 as amended. Roll call vote; Ayes – 7, Nays – 1 (Varsho). Motion carried Future Agenda Items • None CC25-212 Motion by Delis, second by Tompkins to adjourn to closed session under Wisconsin Statutes Chapter 19.85(1)(e), "Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session." • Possible new tourism entity agreement with Visit Marshfield Roll call vote; all ayes.
