Special Budget meeting was called to order by Mayor TeStrake at 6:00 p.m., in the Council Chambers, City Hall.
PRESENT: Mike Feirer, Natasha Tompkins, Brian Varsho, Scott Koran, Jen Delis, Rebecca Spiros, Mike O'Reilly, Andrew Reigel.
ABSENT: Derek Wehrman, Brian Giles
The flag was saluted and the pledge given.
CITIZEN COMMENTS

CC25-197 Motion by Reigel, second by Tompkins to approve the minutes of the October 20, 2025 Budget meeting.
Roll call vote, all ayes.

Mayor TeStrake turned the chair over to Alderperson Spiros, Chairperson of the Finance, Budget and Personnel Committee.
City Administrator Barg explained the Department of Revenue confirmed on October 21st they will approve the City's request for chargeback of rescinded or refunded taxes as it relates to the Clinic settlement in the amount of approximately $355,000.
Finance Director Selenske outlined options the Council has for the use of the $355,000 including allocating to contingency, reduction in fund balance use, restore previously reduced items, address organization capacity.
CC25-198 Motion by Varsho, second by Delis to allocate the additional revenue to contingency.
CC25-199 Motion by Koran, second by Feirer to amend CC25-198 to add back $8,000 in funding for the Revitalization Grant if the County will still contribute $8,000.
Roll call vote; Ayes – 5, Nays – 3 (Delis, Spiros, O'Reilly)

CC25-200 Motion by Tompkins to amend CC25-198 to add funding to the 2026 budget for an additional ordinance officer.
Motion failed due to lack of second
Vote on CC25-198 as amended.

CC25-201 Motion by Delis, second by Tompkins to approve the 2026-2030 Capital Improvement Plan.
Roll call vote; all ayes
Motion carried
CC25-202 Motion by Varsho, second by Koran to adopt the changes made to the 2026 budget and authorize the publication of the revised budget in the official city newspaper before the November 25th public hearing.
