Meeting - 6:00 p.m.
1. The meeting was called to order by President Frank Carini at 6:00 p.m.
2. Pledge of Allegiance was recited.
3. Roll call was taken.
School Board Members Present: Frank Carini, Mike Dudzik, Sheryl Cerniglia, Brianna Allen Kaiser, Mark Verhalen, Meredith Wittmann, Kelly Ganiere
School Board Members Absent: None
Student School Board Members Present: Kara Meyer, Paige Stewart
4. School Board President Frank Carini reviewed the Board Meeting and Operating Norms.
5. Sheryl Cerniglia motioned and Mike Dudzik seconded to approve the Agenda. Motion passed 7-0.
6. The Board formally recognized Samara Kumar for her generous donation to East Middle School students. Samara's donation will be used to reduce negative lunch balances at East Middle School.
7. The Board recognized Kaliope Morgan who was named the Distinguished Young Woman of Wisconsin for 2026. Kaliope is the first young woman from Oak Creek to earn this honor in 25 years.
8. The Board heard two School Improvement Plan Presentations: Carollton Elementary and Deerfield Elementary.
9. The Board heard from one person during the public comment period.

11. Sheryl Cerniglia motioned and Mike Dudzik seconded to approve items a – c of the Consent Agenda. Motion passed 7-0.

13. Action Items:
a. Mike Dudzik motioned and Sheryl Cerniglia seconded approve the 2025-26 budget adjustments as presented. Motion passed 7-0.
Mike Dudzik motioned and Meredith Wittmann seconded to approve the combined school tax levy of $46,255,543. Motion passed 7-0.
b. Mike Dudzik motioned and Meredith Wittmann seconded to certify the 2025-26 fiscal year school tax levy to the City of Oak Creek in the amount of $38,316,399.51. Motion passed 7-0.
c. Sheryl Cerniglia motioned and Meredith Wittmann seconded to certify the 2025-26 fiscal year school tax levy to the City of Franklin in the amount of $7,939,143.49. Motion passed 7-0.
d. Brianna Allen Kaiser motioned and Meredith Wittmann seconded to approve the creation of four 5.5 hour special education aide positions, and to add 1.5 hours to an existing special education aide position. Motion passed 7-0.
14. Information Items:
a. Director of Human Resources Troy Hamblin shared a report on professional educator retention and turnover from 2012-2025 with the Board.
b. The Board heard the First Reading of School Board Policy Updates for Section 2000 (Program) and Section 4000 (Health and Safety)
c. Chief Business and Finance Officer Blaise Paul shared the September Budget Report.
d. The Board reviewed the Upcoming School Board Meeting Tentative Agendas Report.
15. Sheryl Cerniglia motioned and Kelly Ganiere seconded to adjourn to closed session pursuant to Wis. Stat. § 19.85(1)(e) to discuss a professional services contract.

Meeting convened in closed session at 8:01 p.m.
Sheryl Cerniglia moved and Meredith Wittmann seconded to reconvene in open session at 8:10 p.m. Motion passed 7-0.
16. Meredith Wittmann motioned and Sheryl Cerniglia seconded to adjourn the meeting at 8:12 p.m. Motion passed 7-0.
