INVITATION TO BID
The Monroe County Commissioners will receive sealed Bids online via the PennBid Program (www.PennBid.net) for the following Contract for work located within Monroe County, Hamilton Township:
Project: New Supply Well: The project generally consists of drilling a well, related erosion and sedimentation control, and restoration of areas disturbed within and outside of the project limits by construction operations.
The Work will be performed under one Contract as follows:

Bid proposals will be received online until 10:00 a.m. local prevailing time on December 5, 2025, via the PennBid Program (www.PennBid.net). Bids will be opened online. The bids summary will be reviewed by the county in the Commissioners' Public Meeting Room, Monroe County Administrative Center, One Quaker Plaza, Room 203, Stroudsburg, PA 18360 at 10:30 a.m. on Friday, December 5, 2025. After bid opening, the results will be available for viewing at the PennBid website. Successful bidder will be selected by Owner at a later date.
Questions will be accepted until 4:00 P.M., prevailing time, on November 24, 2025; All questions must be submitted through PennBid.

The apparent low bidder must submit to the Engineer, originals of the Bidding Documents within two (2) business days from the date of the bid opening.
Reproduction of the Bidding Documents and placement on websites other than PennBid, is not permitted. Bids may be modified or withdrawn at any time prior to the opening of Bids. After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening.
The Contract will be subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, and nondiscrimination in hiring practices. Attention is also called to the fact that a Non-Collusion Affidavit is required to be submitted as part of each bid.
Each Bid must be accompanied by Bid security in the form of a certified check, bank check, payable to the order of Monroe County, irrevocable letter of credit, or Bid bond for 10% of the Bid total. If providing a Bid Bond, Bidders shall upload a scanned copy of fully executed bond as part of online sealed bid submission. After Bid Opening and upon request by Owner, Bidder(s) shall provide original hard copy of Bid Bond. If providing security in the form of a certified check or bank money order, security must be delivered to Owner prior to Bid Opening date and time.
The successful low bidder will be required to provide a 100% performance bond, 100% payment bond, and 10% maintenance bond, within 15 days after the Notice of Intent to Award is issued. Each bond shall be issued by a corporate surety listed in the latest issue of the U.S. Treasury Department Circular 570 listings and authorized by the PA Department of Insurance to do business in Pennsylvania. The successful bidder shall be required to submit evidence of insurance coverage with an insurance company having an A.M. Best rating of "A-: Class VII" or better in accordance with the specifications
It is a requirement of this Contract that at least 50% of the Work be performed by prime Bidder's own work force, not by subcontractor(s).
It is a requirement of this Contract that Bidder shall have a minimum five (5) years of project documented experience in the type of Work required by this Project.
Bidders, subcontractors, their workers and any persons providing labor and products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania.
As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s) are required, to provide confirmation of compliance with Act 127 of 2012, the "Public Works Employment Verification Act".
The OWNER hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, irregularities or technicalities in bidding in any Bid, and to award a contract in the best interests of the County of Monroe.
