Such bids to provide for the furnishing of: INVITATION TO BID SOUTH SEWALL’S POINT RIO VISTA SUBDIVISION GRAVITY SEWER IMPROVEMENTS The Town is proposing to re-line and reconstruct existing dry Gravity Sewer lines within the Rio Vista Subdivision. The gravity lines, service lines and some Force Main/LPFM will need to be cleaned, videoed and then roots/obstructions removed, cleaned, relined, lateral services cut and relined, tested. Some lines may need to be repaired and relocated if settlements encountered. All Gravity Sanitary Sewer lines, manholes and valves must meet FDEP and Martin County Utilities specifications when relined and when reconstructed. In addition to the Sanitary Sewer improvements, the Contractors must be able to build a Sanitary Sewer Lift Station. This Type B Lift Station (wet well/control panels/electric hookup) will be tested and built in the NW corner of the lot located at the intersection of Lantana Lane/Admirals Court. Upon completion of the lift station/sewer lines installation they will be tested and placed into operation. All work on this project must be completed and operational before June 15, 2026. The contract will be issued under separate bid schedules for the relining/relocation of gravity lines and for the lift station work. Contractors may submit a proposal for either schedules separately or may choose to bid both schedules. A pre-proposal meeting is scheduled for 2:00 P.M., local time, at Town Hall located at 1 South Sewall’s Point Road, Sewall’s Point, Florida 34996 on Thursday, December 4, 2025. The pre-proposal meeting is NOT mandatory. The resulting contract shall be awarded to the lowest, responsive and responsible bidders whose total base bid for gravity line or lift station bids include the requirements and criteria set forth in this ITB and whose award will be in the best interest of and most advantageous to the Town of Sewall’s Point, taking into consideration; Base Bid amount, the financial responsibility of the bidder, quality of materials, personnel and equipment resources, proven skill and experience, abilities to timely perform the contract, previous satisfactory performance and such other abilities of the bidder that the Town, in its sole discretion, determines will enable it to perform effectively and efficiently the contract being bid upon. The Town may add/delete work from this contract or use multiple contractors to complete this work in order to make as many South Sewall’s Point residents obtain Sanitary Sewer Service. In addition to the Rio Vista Subdivision Gravity Sewer improvements, the Town may add Gravity Sanitary sewer lines/lift station projects such as lines/lift station in: Sewall’s Meadow, Ridgeland, Hillcrest Subdivisions and Marguerita Dr., Oakwood Dr., Kingston Court, Riverview Dr., Pineapple Ln, Heritage Place and Copaire Dr. road areas. The Proposed projects must be substantially completed prior to June 1, 2026 and final completion by June 15, 2026 in compliance with an FDEP Resiliency Septic to Sewer Grant criteria described in the Bid Documents. The successful Bidder, who is awarded the contract, will be required to furnish a 100% Construction Payment and Performance Bond meeting the requirements of Section 255.05 Florida Statutes. No bidder may withdraw his or her bid for a period of one hundred twenty (120) days after submission by the date set for the opening thereof. The Town, in its sole discretion, reserves the right to waive all minor technicalities or irregularities, to reject any or all bids or any part of a bid, to award to a single bidder or to divide the award between bidders, and to re-solicit this bid or any part of this bid. The Town further reserves the right, in its sole discretion, to award a contract to the bidder (or bidders) who(se) bid best serves the interests of the Town.
