NOTICE OF SPECIAL ELECTION

The Board of Voter Registration and Elections of Spartanburg County announces the Nonpartisan Lyman Town Council Special Election will be held on Tuesday, February 3, 2026, to fill an Unexpired Term for one seat on the Lyman Town Council.
Filing opens at Noon, November 28, 2025
Filing closes at Noon, December 8, 2025
Filing Location: 366 N Church St, Suite 1630
Spartanburg, SC 29303
Business Hours: Monday – Friday, 8:30 AM – 5:00 PM (November 28th state holiday excluded)
Any person wishing to file as a candidate must be a Spartanburg County registered voter and resident of the municipality for at least 30 days prior to the election.
Candidates must file with the Spartanburg County Election Commission during regular business hours a Nonpartisan Statement of Intention of Candidacy form. This form may be obtained from the Spartanburg County Voter Registration & Elections Office or from the candidate section of the following website: www.scvotes.gov.
Candidates must also pay the following filing fee:
Lyman Town Council: $15.00
These fees must be paid to the Town Clerk of the respective municipality during regular business hours during the filing period (state holidays excluded), and a receipt attached to the Statement of Candidacy form. The County Voter Registration and Elections office does not accept payment for any fees.

All Candidates must refer to the SC Ethics Commission website to find information about the forms (Statement of Economic Interests, Pre-Campaign Disclosure and Post Campaign) they must electronically file to comply with SC Code of Laws as regards their candidacy and campaign. Any person wishing to register to vote in this election must do so no later than Sunday, January 4, 2026. Voter Registration by Mail forms will be accepted if postmarked no later than Monday, January 5, 2025.
Registered electors who cannot vote in-person may be eligible to vote by absentee ballot. Voters wishing for more information concerning absentee voting should contact the Spartanburg County Voter Registration & Elections Office at (864)596-2549.
Voters will be asked to provide one of the following Photo IDs when voting in person.
• S.C. Driver’s License
o Includes standard License and REAL ID
• S.C. Department of Motor Vehicles ID Card
o Includes standard ID card and REAL ID
o Includes SC Concealed Weapons Permit
• S.C Voter Registration Card with Photo
• Federal Military ID
o Includes all Department of Defense Photo IDs and Veterans Affairs Benefits Card
• U.S. Passport
o Includes US Passport ID Card
If you have one of these Photo IDs, you are ready to vote. Voters should remember to bring one of these IDs with them to the polling place. Voters without Photo ID can get one free of charge from the Department of Motor Vehicles or their county voter registration office. Voters who encounter an obstacle to getting a Photo ID should bring their paper voter registration card without a photo with them to their polling place. These voters can then sign an affidavit swearing to their identity and to their obstacle to obtaining a Photo ID and vote a provisional ballot. This ballot will count unless the county board of voter registration and elections has grounds to believe the affidavit is false. At 9:00 AM on February 3, 2026, the Spartanburg County Board of Voter Registration and Elections will begin its examination of the absentee ballot return envelopes at 366 N. Church St. Spartanburg, SC 29303 in Room 1630.
On Thursday, February 5, 2026 at 10:00 AM the Spartanburg County Board of Canvassers will conduct a hearing to determine the validity of all provisional ballots cast in these elections. This hearing will be held at 366 N. Church St. Spartanburg, SC 29303 in Conference Room 6.
Any Runoff will be held two (2) weeks after the Election on Tuesday, February 17, 2026, if necessary. Early Voting for any Runoff, if necessary, will be open February 11, 2026 – February 13, 2026, from 8:30 AM – 5:00 PM at the Voter Registration and Election Office at 366 N. Church St, Spartanburg, SC 29303.
The hearing to determine the validity of ballots challenged in the Runoff will be held on Thursday, February 19, 2026 at 10:00 AM at 366 N. Church St. Spartanburg, SC 29303 in Conference Room 6.

Early Voting – The early voting period for this election begins on Tuesday, January 20, 2026, and ends on Friday, January 30, 2026. The following early voting centers will be open during the early voting period from 8:30 AM. until 5:00 PM, Monday through Friday (closed Saturday and Sunday).
