MARSHALL COUNTY HIGHWAY DEPARTMENT 9675 King Road Plymouth, IN 46563 (574) 936-2181   2026 Annual Bids General Instructions to Bidders   Notice is hereby given by the Board of Commissioners of Marshall County, Indiana, that it will receive sealed proposals until December 1, 2025 8:15 a.m. at the Office of the Auditor of Marshall County, County Building, 112 West Jefferson St., Plymouth, Indiana 46563, to furnish the following materials and supplies to be used by the Marshall County Highway Department for the repair and maintenance of Marshall County roads and bridges for the period from January 1, 2026 through December 31, 2026. Materials will be used for general maintenance and for local road and street projects as well as for cumulative bridge projects. Bids to be opened immediately following the Commissioner’s meeting on Monday, December 1, 2025.   1. Each item MUST BE on a separate bid form. Each bid or bid on different items should be filed in separate envelopes with the item number marked on the outside of the envelope because of the different times of acceptance. Each item must be submitted in duplicate on a separate bid form. One copy of price lists or bid must accompany regular bid forms submitted in duplicate as one copy needs to be kept on file at the Marshall County Highway Department in addition to one copy which is kept on file at the Auditor’s Office.   2. A bid bond MUST accompany each bid. Whenever the bid is more than $500.00, bidders must accompany their bid with a combination bid and performance surety bond with authority of the attorney-in-fact, in an amount equal to ten percent (10%) of the total amount of the bid, guaranteeing the successful bidder’s performance and fulfillment of the contract. The procedure of carrying over bid bonds from the previous year will be accepted. The dates stating coverage and expiration will be examined before approval. Deposits of successful bidders are held until delivery of the products or successful completion of the contract. No bidder may withdraw his bid for a period of thirty (30) days after the day set for the opening of the bids. If the amount of the bid is mathematically unascertainable because the amount of volume to be purchased is indefinite, the minimum bond is $5,000.00. The Board of Marshall County Commissioners reserves the right to reject any or all bids, or to accept the one which, in its judgment will be in the best interest of Marshall County, Indiana.   3. Item 5 80,000 Gallons more or less Dust Control/Calcium Chloride. Item 6 30,000 Tons more or less Crushed Limestone, loaded at pit. Item 7 30,000 Tons more or less Crushed Limestone, delivered to Highway. Item 8 100,000 Tons more or less Pea Gravel, Processed Gravel, Bank-Run Gravel Washed Stone and Ice Sand as needed, loaded at pit. Item 9 100,000 Tons more or less Pea Gravel, Processed Gravel, Bank-Run Gravel Washed Stone and Ice Sand as needed, delivered. Item 10 600,000 Gallons more or less Bituminous Materials as needed. Item 11 10,000 Tons more or less Bituminous Patching Mix or Cold Mix as needed. Item 12 40,000 Tons more or less Hot Mix Base, Binder, Surface Material. Item 13 5,000 Feet more or less Corrugated Polyethylene Pipe as needed. Item 14 10,000 Feet more or less Galvanized Corrugated Steel, Aluminized Corrugated Steel or Aluminum Corrugated Drainage Structures and Guardrail. Item 15 Road Signs as needed. Item 16 2,000 Gallons more or less Standard Quality Traffic Paint, or Totes, Road Striping, Glass Beads. Item 17 Equipment Rental as needed. Item 18 Pre-Engineered Bridge Construction as needed, Pre-cast and Pre-stress and/or Bridge packages or components. Bridge Piling, Reinforcing bars, Bridge. Railing and angle iron.   Item 19 Bridge Deck Maintenance.
