During the above-mentioned open session, the Mayor and Council of the Town by motion and majority vote rejected all bids other than that of the lowest and best bid of a responsible bidder and awarded the contract to the lowest and best responsible bidder, at the price named in the bid on file in the office of the Purchasing Division. Within fifteen (15) days from the date of the first publication of this Notice, any person having an interest in any lot, piece, or parcel of land situated within the above-described assessment district liable to assessment, who claims that any of the previous acts or proceedings relating to the award of the  Contract for the above-described maintenance are irregular, illegal, or faulty, must file with the Town Clerk, Municipal Complex, 50 E. Civic Center Drive, Gilbert, Arizona 85296, a written notice specifying in what way said acts or proceedings are irregular, illegal, or faulty, and all objections to any act or proceeding which are not made prior to such time shall be waived. If no such notices are filed, the Purchasing Division of the Town will enter into the Contract with the above-named bidder for Irrigation Improvements at the prices specified in said bids. The above-named bidder is required to execute the standard form of Contract within twenty (20) days after the first publication of this Notice or, if any objections are filed within fifteen (15) days of the first publication of this Notice as mentioned above, within five (5) days after receiving notice from the Clerk of the Town of rejection of the objections.
