INVITATION TO BID
PAHOKEE HOUSING AUTHORITY FREMD VILLAGE AND PADGETT ISLAND LIGHTING PROJECT CFP#FL14PO21501-24
Sealed bids will be received no later than Tuesday, January 20, 2026, at 2:00 pm local time, at which time they will be publicly opened and read aloud. Bids shall be delivered to the Pahokee Housing Authority, 465 Friend Terrace, Pahokee, Florida 33476. Sealed bids are to have the project name, PAHOKEE HOUSING AUTHORITY – FREMD VILLAGE AND PADGETT ISLAND LIGHTING PROJECT CFP#FL14PO21501-24 marked on the outside of the envelope. A pre-bid meeting will be held at 2:00 PM on Tuesday, January 6, 2026, at the main office, located at 465 Friend Terrace, Pahokee, Florida.
THE PROJECT CONSISTS OF FURNISHING ALL LABOR AND MATERIAL FOR THE FOLLOWING:
1.01 CONTRACT DESCRIPTION
A. All materials in this contract must follow the Title IX-Build America Buy America Act (BABA).
Contract Type: A single prime contract based on a Stipulated Price as described in Document 00285
Agreement. FREMD VILLAGE AND PADGETT ISLAND LIGHTING PROJECT will be one gross project sum with one Contractor. The required 10% Bid Bond, 100% Performance Bond, and 100% Payment Bond will be based on the Gross Total project fee. The contract period is 270 calendar days from the Notice to Proceed for Construction date to the Substantial Completion date as defined in the Supplementary Conditions of the Contract. Liquidated Damages may be assessed as stated in the Supplementary Conditions of the Contract.
1.02 DESCRIPTION OF CONSTRUCTION WORK
A. Project scope of work consists of: All labor and material for the work. Work consists of the supply and installation of concrete site lighting poles, wiring, light fixtures, and the installation of security wall lights, wiring, and light fixtures, and the installation of equipment for field-located electrical meter centers that will supply electricity to the fixtures. Scope also includes coordination with FPL for site electric service wire hookups and the removal of wood light poles.
B. Full on-site supervision of a State of Florida Licensed Contractor or their owner-approved site supervisor is required on this project, and they MUST speak ENGLISH. The Architect and the Housing Authority must remain in touch with the Contractor and/or its Field Superintendent at all times.
C. The Contractor and all workers are to be aware that there is Asbestos material existing on site, which will not be touched, and all workers will have to follow all OSHA, NIOSH, and NESHAPS regulations. There is also contaminated soil on site, and all workers must have HAZWOPER training or equivalent.
Prospective bidders may obtain digital copies of the Bid Set of the Contract Documents only from the office of Kimberly A. Dellastatious, PA, via email at kimdell@kd-architect.com. Only bidders registered through the Architect's office will be allowed to submit bids. When requesting a Bid Set, include the Company’s name, Address, the Contact person’s email address, and the Contact person’s phone number. This will put you on the Bid Registration list. The purpose of this is to ensure the timely and correct issuance of any bid addendum that may be necessary to all registered bidders. Registration is open to all interested parties. No hard copies will be issued for bidding purposes.
The successful bidder will be required to furnish evidence of current personal injury, property liability, workers' compensation, and all other applicable insurances. The Contractor is not allowed to work under a workman’s compensation exemption status. All responsive bids shall contain one original hard copy, one extra hard copy, and one digital PDF Binder copy, all with the Contractor’s Name and Project Title on the cover of the sealed package. The sealed package contains the following executed and original documents:

2. The completed Bid Proposal, section 00200
3. HUD FORM – 5369-A, Section 00205.
4. A 10% Bid Bond, Section 00210.

5. A certificate from a Surety Company indicates that if your bid is accepted, they will furnish the performance and payment bond within 14 calendar days, Section 00215.

8. Executed Disclosure of Lobbying Activities, Section 00225.
9. Notarized Anti-Kickback Agreement, Section 00230.

20. Your SAM’s number or a copy of your pending online registration for a SAM’s number.
All wage rates on this project shall not be less than the prevailing wage rates as determined by the U.S. Department of Labor. Certified payrolls must be submitted weekly.
The Contractor must take affirmative action to ensure that all workers are employed and that employees are treated during employment without regard to their race, color, religion, sex, national origin, age, or any other protected class.
All successful bidders are required to comply with Section 3 of the Housing and Urban Development Act of 1968, as amended in 1969, and with Section 118 of Title 1, Community Development and Housing Act of 1974, as well as Executive Order 11478. Section 3 requires that, to the greatest extent feasible, opportunities, training, and employment be given to lower-income residents of the project area, and contracts for work in connection with the project area be awarded to business concerns that are in or owned in substantial part by persons residing in the area of the project.
Contracts will be awarded to the low-bid Contractor who has been proven to be responsive and responsible, based on the project's qualifications. Contractors must be registered on the “System for Award Management” (SAM) webpage and show an ACTIVE classification for this type of work. Contract will be awarded provided the bid is reasonable, and in the best interest of the Pahokee Housing Authority, and the bidder has complied with all applicable laws and the requirements of the bid documents. The Project Award is contingent upon the approval of the HUD authorities having jurisdiction and their release of the project Funds. The Pahokee Housing Authority reserves the right to reject any and all bids and to waive any informality in bids wherever it is in the best interests of the Pahokee Housing Authority.
