NOTICE INVITING SEALED BID PROPOSALS PWP #: HU-2026-089 Notice is hereby given that sealed proposals will be received by the Nevada Department of Wildlife (NDOW) Attention: Kelsey Anderson at 6980 Sierra Center Pkwy #120, Reno, Nevada, 89511. All sealed proposals must be received, and time recorded prior to 10:00 A.M., local time on Monday, December 29, 2025, at which time they will be publicly opened and read, for performing work as follows: NDOW Winnemucca Seasonal Housing Tenant Improvements In accordance with the Contract Plans and Specifications, the Project consists of tenant improvement of an existing 1,418 square foot seasonal housing facility. Mechanical scope of work includes the refurbishment and reuse of the existing packaged ground-mounted HVAC unit, with new sheet metal ductwork provided as necessary to serve the revised floor plan. Plumbing scope of work includes demolition of the domestic water system and the waste and vent system. The new domestic water system includes service connection to new meter, tank type electric water heater and distribution to new plumbing fixtures. The new waste and vent system will utilize existing vent through roof and distribution to plumbing to fixtures. Electrical scope of work will include demolition of existing service panel, various circuitry, and existing lighting and new work consisting of new panel, wiring, smoke/CO detectors, fire alarm panel, and exit signage and lighting. Other scope items include: • 3/8” plywood subfloor overlay • Overlay existing ceiling panels with faux ceiling tiles • Evaluation and replacement of existing infrastructure prior to reuse, as required to ensure reliability and contractor warranty • Vinyl plank flooring • Removal of all unused, abandoned materials and debris from crawl space and attic (i.e., old telephone/network wiring, abandoned electrical circuits, etc..) • Prepare (scrape, powerwash), prime, and paint exterior of the building • Furnish and install new interior doors • Replace windows (Bid Alt) NDOW will self-perform some of the work required to return the facility back to a complete and usable condition, including drywall, paint, finish carpentry and kitchen outfitting. Close coordination will be required with owner to ensure smooth execution and an integrated schedule. Pursuant to the Statutes NRS 338.020 to 338.090 of the State of Nevada, the Labor Commissioner has established the minimum wage rates and rates of overtime and legal holidays in the locality in which the work is to be performed. A non-mandatory Pre-Bid Conference will be held at the project site located at 815 E. 4th St., in Winnemucca, Nevada regardless of weather, at 10:00 A.M. local time on Monday, December 8, 2025. There will be an opportunity to tour the worksite. All bidders submitting as prime or sub-contractors are highly encouraged to attend. All proposals shall be accompanied by a bid bond amounting to not less than ten percent (10%) of the bid which is payable to said Owner signed by the bidder and include a corporate security, a cashier’s, or certified check payable to the order of NDOW (Owner) for the said amount. Said bond shall become payable to Owner or said check shall be forfeited in case the bidder depositing the same does not, within (10) days after written notice that the Contract has been awarded to him/her: (a) enter into a Contract with the Owner, and (b) furnish certificates of insurance, a bond of faithful performance and a payment bond as described in the Contract Documents. The results of bidding will be reported by the Owner within 30 days of the bid opening, at which time the Owner may award the Contract to the lowest, responsive, and responsible bidder as so reported; however, said Owner reserves the right to reject any or all bids and to waive irregularities or informalities in any bid or in the bidding for any reason whatsoever. No bidder shall withdraw his or her bid for a period of sixty (60) calendar days after the date of the opening thereof. All bidders and their proposed subcontractors must be qualified pursuant to NRS 338.1379 to 338.1382 to bid on the contract.
