Call to Order Chairman Thomas Egan called the meeting of the Winnebago County Board of Supervisors to order at 6:08 P.M. from the Winnebago County Courthouse, 415 Jackson Street, Oshkosh, Wisconsin and virtually by TEAMS. Roll Call The following Supervisors were present: 35 – Dowling, Laux, Ulbricht, Lutz, Holt, Reinke, Hancock-Cooke, Wise, Nussbaum, Stafford, Paterson, Gabert, Binder, Swan, Gilbertson, Mueller, Halbur, Ponzer, Belville, Macho, Hinz, Zellmer, Pluchinsky, Buck, Powers, Hanson, Cox, Bureau, Farrey, Harrison, Frassetto, Egan, O'Brien, Nelson and Miller; Vacant – 1. C. Adopt Agenda Motion by Supervisor Farrey, seconded by Supervisor Nussbaum, to adopt the agenda for tonight's meeting as amended. CARRIED BY VOICE VOTE. All other business conducted by the Board at this meeting will be published following approval of these proceedings at the Board's November 18, 2025, meeting. D. Consent Calendar Consent Calendar Items are those items which are voted on by the Winnebago County Board of Supervisors in a single roll call vote. Committees recommend approval of all items. Any Winnebago County Board of Supervisor may request an Item be removed from the Consent Calendar for discussion. Questions relating to items on the Consent Calendar do not require the item be removed from the Consent Calendar. 1. Report 001 and Zoning Amendatory Ordinance 10/001/25: Danny L. Buser Liv Tst, Town of Winchester, Rezone from R-1 (Rural Residential District) to A-2 (General Agriculture District) for tax parcel no. 028-0449-07. (Effective Date: November 10, 2025) 2. Report 002 and Zoning Amendatory Ordinance 10/002/25: Thomas W. & Deborah A. Rosenfeldt Liv Tst, Town of Neenah, Rezone from A-2 (General Agriculture District) to R-1 (Rural Residential District) for tax parcel no. 010-0310-01-02. (Effective Date: November 10, 2025) Supervisor Miller requested that this item be pulled from the Consent Calendar. 3. Report 003 and Zoning Amendatory Ordinance 10/003/25: Town of Clayton, Town of Clayton, Rezone from A-2 (General Agriculture District) to R-4 (Suburban High Density Residential District) for tax parcel no. 006-0328-02-02. (Effective Date: November 10, 2025) 1. Ordinance 191-102025: Approve Revised Chapter 27 County Shoreland Zoning Ordinance Motion by Supervisor Miller, seconded by Supervisor Farrey to adopt. Motion by Supervisor Dowling, to make an amendment. On line 32, strike "November 21, 2025" and replace it with "March 17, 2026." This motion died for lack of a second. Vote on resolution. AYES: 32; NAYES: 3 – Dowling, Lutz and Ponzer; ABSTAIN: 1 – Halbur; ABSENT: 0. MOTION PASSED. Passage of Ordinance No. 0191-102025 amends Chapter 27of the General Code of Winnebago County pertaining to County Shoreland Zoning. This amendment states that the longstanding policy of the County to manage general land use in shoreland areas is proposed to be shifted to the eleven towns that are under town zoning. A copy of Ordinance No. 0191-102025 is available from the Winnebago County Clerk's Office, 112 Otter Avenue, Oshkosh, Wisconsin.
