NOTICE TO CONTRACTORS
City of Zanesville – Advanced Meter Infrastructure Water Meter Installation
Sealed bids will be received by the City of Zanesville Public Service Office at 401 Market Street, Room 228, Zanesville, Ohio 43701, until Thursday, January 8th 2026 at 12pm local time, and then and there publicly opened and read for the Advanced Meter Infrastructure Water Meter Installation.
The project consists of the replacement of approximately 2,000 residential water meters with Badger Meter E-Series ultrasonic meters equipped with cellular endpoints. The project will also include coordination of installation services with the customers and scheduling services, as well as an electronic Work Order Management System (WOMS) to transmit the data electronically back to the City of Zanesville. Project is installation only.

Complete sets of bidding documents may only be received through Utility Metering Solutions by emailing Will Caffey at will.caffey@umswater.com. Bidders may obtain electronic bidding documents that are not to be shared with anyone other than the requestee.
Bidders are required to provide Bid security in the form of a Bid Bond in the amount of 100 percent of the Bid Price or certified check, cashier’s check or letter of credit equal to ten percent of the bid amount to guarantee the Bidder’s entrance into a contract, if awarded the project.
Each bid must contain the full name of the party or parties submitting the bid and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity, and a complete listing of all subcontractors to be used. Submit your offer on the Bid Form provided within these Bid Documents.
Each Bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, national origin, handicap, ancestry, or age. All contractors and subcontractors involved with the project shall to the extent practicable use Ohio products, materials, services and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required.
Bidders must comply with the prevailing wage rates on Public Improvements in Muskingum County as determined by the State of Ohio Prevailing Wage Determinations. The estimated cost for the work is $441,000.
Attention of bidders is called to the requirements of the City of Zanesville’s income tax [Codified Ordinances of the City of Zanesville, Ohio, Chapter 181].
A mandatory pre-bid meeting will be held on December 19th, 2025 virtually through an online meeting platform. Online meeting details can be found in the Instructions to Bidders document. All contractors will be required to attend in order to participate in the bidding process.
Your offer will be required to be submitted under a condition of irrevocability for a period of 60 days after submission. In the event that the Owner is unable to obtain an Agreement with the Bidder initially selected, the Owner may award the contract to the next bid, most favorable to the Owner.
The right is reserved by the Owner to reject any or all bids, and to waive any informality in bids received and to accept any bid which is deemed to be the lowest and best bid.
