INVITATION FOR BIDS
CITY OF DAVENPORT MAPLE STREET STORMPIPE REPLACEMENT
The City of Davenport, Florida, is soliciting bids to furnish all labor, materials, equipment, management, administration, supervision, insurance coverage, and any other facilities and services necessary to successfully construct, start-up, and warranty the completed Project (CITY OF DAVENPORT MAPLE STREET STORMPIPE REPLACEMENT). The Project is generally described as replacing the existing storm water collection system with a new collection system.
INSTRUCTIONS TO SUBMITTING ORGANIZATIONS:
A complete Bid Package, which contains all necessary information, may be obtained by contacting CPH Consulting, LLC at 407-425-0452, Fila Reed. Flash drives can also be picked up at the CPH office at 1117 E Robinson Street, Orlando, FL
A mandatory pre-bid conference for all bidders will be held at Davenport City Hall located at 1 South Allapaha Avenue, Davenport, FL 33837 on Friday, December 12, 2025, at 9:00 AM local time. The purpose of this meeting is to review the scope of work and completion schedule for this Project, to answer questions, and to ensure that there is a clear understanding of the work that must be performed and completion deadlines to successfully complete this entire project. Bidders are responsible for checking FTP site for communications including any bid addenda. All bid questions must be received prior to Monday, January 5, 2026, at 5:00 PM local time to the engineer of record, Allen C. Lane, Jr., P.E. (alane@cphcorp.com) to be answered.
All bids must be in a sealed envelope, plainly marked on the outside with " CITY OF DAVENPORT MAPLE STREET STORMPIPE REPLACEMENT." Bids shall be submitted together with any and all supporting documentation enclosed. Bids will be received at Davenport City Hall located at 1 South Allapaha Avenue, Davenport, FL 33837 ATTENTION: Rachel Castillo until 10:00 AM local time on Wednesday, January 14, 2026. Submittals may be either mailed or hand delivered prior to the above deadline. Postmarks will not be accepted. Bids will be publicly opened and read aloud at 10:00 AM on Wednesday, January 14, 2026. It is the responsibility of the bidder to assure that bids are received at City Hall no later than the specified time and date. Submittals received after this date and time will not be accepted or considered.
The City reserves the right to waive any informalities or minor irregularities; reject any and all bids which are incomplete, conditional, obscure, or which contain additions not allowed for; accept or reject any bids in whole or in part with or without cause; and accept the bid which best serves the interests of the City. Pursuant to the requirements of Section 287, Florida Statutes, all qualifiers are subject to those provisions pertaining to Public Entity Crimes and the Convicted Vendor List.
Further, pursuant to federal law the Owner may not award this contract to any bidder which is debarred or suspended or is otherwise excluded from or ineligible for participation in federal assistance programs under Executive Order 12549, "Debarment and Suspension."
