PUBLIC NOTICE
Please take notice that 450-452 Cooper Street LLC ("Applicant") has filed an application for development with the City of Beverly Joint Land Use Board ("Board") regarding real property located at 444 Cooper Street, designated as block 1168, lot 5 on the municipal tax map, and 450-452 Cooper Street and designated as block 1168, lot 6 on the municipal tax map. The Applicant seeks amended minor site plan approval and bulk variances for 444 Cooper Street to reconfigure the rear parking area and to establish a shared drive aisle between 444 Cooper Street and 450-452 Cooper Street. As for 450-452 Cooper Street, the Applicant seeks minor site plan approval, a D(1) use variance and bulk variances to convert the existing building into four residential apartments. The Applicant also proposes to construct a rear, two-story addition and expand the rear parking area at 450-452 Cooper Street.
The Applicant seeks approval of the following bulk variances under the municipal land use ordinance pertaining to 450-452 Cooper Street:
1. 600 Attachment 1 – minimum lot width: 50 feet required; 42.33 feet proposed (existing nonconformity; no change proposed);
2. 600 Attachment 1 – minimum side yard setback (south side): 5 feet required; 1.82 feet existing and proposed (existing nonconformity; no change proposed); and
3. Section 600-15(D)– minimum landscape buffer area: 3 feet required in rear yards; 0 feet existing; 0 feet proposed along northern lot line (existing nonconformity).
The Applicant also seeks approval of the following bulk variances under the municipal land use ordinance pertaining to 444 Cooper Street:
4. Section 600-12(B) – accessory structures shall not be permitted in the front yard; existing garage and shared refuse enclosure proposed in front yard along Elizabeth Street; and
5. Section 600-15(D)– minimum landscape buffer area: 3 feet required in rear yards; 0 feet proposed on southern lot line.
The Applicant also requests any additional variances, submission waivers, additional exceptions, design waivers, de minimis exceptions, interpretations, modifications of conditions of prior approvals, continuation of any preexisting non-conforming conditions, conditional use approval, other approvals reflected on the plans (as same may be further amended or revised from time to time without further notice) as may be determined to be necessary during the review and processing of the application by the Board and its professional staff, and permits requested or required by the Board at the public hearing.
This application shall be considered by the Board on December 17, 2025 at 6:30 p.m. in-person at the City of Beverly, Frank R. Costello Municipal Building, Council Chambers, 446 Broad Street, Beverly, New Jersey, at which time you may appear either in person or through an attorney and present any objection that you may have to the granting of this application. Costello Municipal Building, 446 Broad Street, Beverly, New Jersey, and is available for public inspection during regular business hours.
