NOTICE is hereby given that sealed bids will be received by the York County Solid Waste and Refuse Authority (hereinafter called the "Owner") for:
Blackbridge Road Transfer Station Construction – HVAC Contract
Bids for the Blackbridge Road Transfer Station HVAC Contract will be received by the York County Solid Waste and Refuse Authority (YCSWA) online via PennBid, until 3:00 PM local time on Thursday, January 9, 2026, at which time the Bids received will be publicly opened and read aloud at the YCSWA Management Center (2700 Blackbridge Road, York, PA 17406). Bids shall be submitted online via the PennBid Program (https://pennbid.bonfirehub.com) by the date and time indicated in the Instruction to Bidders along with the Bid security and the other documents required to be submitted as identified herein. Bidding documents will only be distributed online at PennBid.
The HVAC work for the Blackbridge Road Transfer Station Construction Project includes furnishing all labor, materials, equipment, and services necessary to install complete heating, ventilation, and air-conditioning systems as shown in the contract drawings and technical specifications. Major work elements include installation of wall-mounted exhaust fans with associated louvers and weatherhoods, mini-split heating and cooling systems, electric unit heaters, ductwork and air distribution components, refrigerant and condensate piping, controls, insulation, supports, and all mechanical penetrations and firestopping. The contractor shall coordinate with all other trades, maintain required clearances, perform testing and balancing, provide O&M documentation and training, and complete all associated accessories, start-up, and commissioning required for a fully functional HVAC system.
A Pre-Bid Conference will be held at the YCSWA Management Center (2700 Blackbridge Road, York, PA 17406) on Friday, December 12, 2025, at 10:00 a.m. Representatives of Owner will be present to discuss the Project. Bidders may attend and are encouraged to participate in the Conference. YCSWA will transmit to all Plan Holders of record such Addenda as the Owner considers necessary in response to questions arising at the Conference. Bidders must bring/wear hard hats, safety glasses, safety vests, and steel toe shoes to be able to participate in a site visit after conference.
Bids will be received for the HVAC Contract listed below. Bids shall be on a lump sum basis as indicated in the Bid Form.
• Contract 2 – HVAC
Bidding documents will be made available at no cost via the PennBid Program (https://pennbid.bonfirehub.com) on or after Wednesday, December 3, 2025.
Bid security in the form of a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.
All questions about the meaning or intent of the Bidding Documents are to be submitted via the PennBid Program in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. No questions will be answered preceding the Request for Information (RFI) deadline provided on PennBid.
All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Public Works Contract Regulation Law Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
Bidders must comply with all State anti-bid rigging regulations pertaining to Work associated with this Project and will be required to submit an executed non-collusion affidavit with the bid.
The estimated cost for the Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.
All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly, the Successful Bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of Work, or any other activity required under the Contract on account of gender, race, color, identity or expression, sex, sexual orientation, religion, natural origin, disability or any other characteristics protected by applicable law.
The Owner reserves the right, which is understood and agreed to by all Bidders, to reject any and all Bids and to waive any omissions, errors, mistakes, defects, or irregularities in any Bid at its sole discretion.
