DCRUA WASTEWATER
FACILITIES
DESOTO COUNTY,
MISSISSIPPI
The Desoto County Regional Utility Authority (hereinafter referred to as "The Authority") requests Qualifications and Cost Proposals for the removal and disposal of biosolids from DCRUA Wastewater facilities owned, operated and/or contracted by the Authority. The Authority will accept such Qualifications and Cost Proposals in the office of and addressed to the Office of the Desoto County Regional Utility Authority, 365 Losher Street, Suite 310, Hernando, Mississippi, 38632, up to the hour of 2:00 p.m. local time, January 6, 2026 at which time proposals will be opened publicly and read aloud.
All proposals must include a proposal bond in the amount of 10% of the annual contract amount and a consent of surety, agreeing that, in the event of the award of a contract, a performance bond will be furnished in the amount equal to 100% of the annual contract amount as outlined in the Specific Provisions. Proposers must include with their proposals a Certificate of Insurance showing coverage limits as outlined in Specific Provisions. The selected contractor shall procure, maintain, and keep this coverage in force at all times during the term of the contract at the contractor's sole expense.
The work to be done is more particularly described in the “Authority's Request for Qualifications and Costs Proposals for Biosolids Removal and Disposal from DCRUA Wastewater Facilities”. The Request for Qualifications and Cost Proposals are available, at a cost of $25, at the office of Waggoner Engineering, 2540 Highway 51 South, Hernando, Mississippi, 38632, at 662-429-2100 between the hours of 9:00 AM and 5:00 PM, local time. The general scope of the work includes the removal and disposal of biosolids generated at the Ross Road WWTF, Short Fork WWTF, Johnson Creek WWTF, and/or other Authority designated facilities by either dewatering and landfill disposal or liquid land application.
Each Proposal must be placed inside a sealed envelope or package, and the outside of the envelope or package must be marked with the wording: “Statement of Qualifications and Cost Proposals for Biosolids Removal and Disposal from the DCRUA Wastewater Facilities.” The outside of the envelope or package must also state the name(s) of the Respondent. Statements of Qualifications received by the Board after the deadline will not be considered for any reason whatsoever. The rights and privileges to perform the Services will be awarded to the Respondent determined by the Authority to be best qualified to perform the Services with Cost Proposals considered. Prior to making award, the Authority may request certain Respondents to make presentations to the Board of the Authority.
The Authority reserves the right to reject any and all Statements of Qualifications and Cost Proposals for any reason at any time prior to execution of a contract and to waive any and all informalities and irregularities in the selection process. All proposal forms must be properly executed and submitted as part of the proposal.
