Motion passed 9-2. 25-1109 Veto Override Consideration of the Resolution from the Finance Committee Adopting the 2026 City of Wausau Budget and General Property Tax to Support Same. Joint Resolution from the Human Resources Committee and Finance Committee Authorizing 3% Cost of Living Adjustment (COLA) for Non-Represented Employees Effective December 21, 2025. Motion passed 11-0. 23-0514 Resolution from Common Council Approving Master Payment Amount Purchase Agreement and Joinder Agreement between City of Wausau (Additional Seller) and NS PP Law Services LLC and Napoli Shkolnik PLLC (Initial Sellers), and NS Buyer 2025-1 LLC (Purchaser). Motion by Lukens, seconded by Neal, to approve. Motion failed 0-11. Closed Session Motion by Lukens, seconded by Griner, to go into Closed Session pursuant to Wisconsin State Statute § 19.85(1)(f) to consider financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations, specifically to discuss an investigation into allegations against a City of Wausau official.
