OFFICIAL PROCEEDINGS OF THE WAUSAU COMMON COUNCIL held on Tuesday, October 28, 2025, in Council Chambers, beginning at 5:50 p.m., Mayor Doug Diny presiding. Roll Call indicated 11 members present. Interview and Selection of Applicant to Fill Vacant District 5 Aldermanic Seat. Motion by Rasmussen, seconded by Martens, to allow a video to be played as a candidate introduces themselves. Motion failed 1-9. Motion by Lukens, seconded by Watson, to remove the applicant who receives the fewest amount of votes after the first round of voting if there is no majority. Motion passed 9-1. Griner was appointed as for District 5 by a vote of 6-4 and was sworn in with the Oath of Office by City Clerk Kaitlyn Bernarde, after a vote of 5-3-2 in the first round. Consideration of the minutes of the preceding meeting, approval of the minutes if correct, and correction of mistakes if any. Motion by Watson, seconded by Henke, to approve all items outlined below as follows: September 9, 2025 Regular Common Council Minutes September 23, 2025 Regular Common Council Minutes. Motion passed 11-0. Consent agenda. Ordinances and resolutions. 25-1005 Joint Ordinance from the Plan Commission and the Historic Preservation Commission Amending Section 2.82.055 Designation of Eastgate Hall, 1201 Stewart Ave as a Local Historic Landmark as amended. Motion by Martens, seconded by Tierney, to amend 25-1105 to designate the entire Eastgate Hall building, including the stone wing and the entire structure, as a Local Historic Landmark. Motion passed 9-2. Motion by Watson, seconded by Lukens, to approve as amended. Motion passed 9-2. 24-1109 Resolution of the Finance Committee Authorizing the Modification of Fees to the City of Wausau Fees and Licenses Schedule Adopted Pursuant to Wausau Municipal Code §3.40.010(a) (2025 Comprehensive Fee Schedule). Motion by Larson, seconded by Martens, to call the question. Motion passed 11-0. Motion by Watson, seconded by McElhaney, to amend 24-1109 to substitute in the attached 2025 Comprehensive Fee Schedule in the 2026 Rate column the Spayed/Neutered Dog or Cat fee with $23 and the Microchip Discount fee with $8. Motion passed 6-5. Motion by Tierney, seconded by Lukens, to call the question. Motion passed 10-1. Motion by Henke, seconded by Rasmussen, to amend 24-1109 to substitute in the attached 2025 Comprehensive Fee Schedule in the 2026 Rate column the Spayed/Neutered Dog or Cat fee with $30, the Microchip Discount fee with $11. Motion failed 4-7. Motion by Tierney, seconded by Neal, to call the question. Motion passed 11-0. Motion by Watson, seconded by Lukens, to approve as amended. Motion passed 9-2. Suspend Rule 12(A) Referral of resolutions and 6(B) Filing. Motion by Watson, seconded by Rasmussen, to suspend rules 12(A) Referral of Resolutions and 6(B) Filing. Motion passed 9-2. 25-1010 Resolution from the Common Council Approving of and Participating in the Purdue Direct Opioid Settlement. Motion by Rasmussen, seconded by Martens, to approve. Motion passed 11-0. 25-1012 Resolution from the Common Council Approving WisVote/Election Services Memorandum of Understanding with Marathon County. Motion passed 11-0. 25-1011 Resolution from the Common Council Approving Term Sheet for Redevelopment of Riverside Place (11 Scott Street) by 11 Scott Street LLC. Motion passed 7-4. 25-1013 Confirming Appointments of the Mayor of the City of Wausau to the Ethics Board. Motion passed 11-0. Public Hearing: Proposed 2026 City of Wausau Budget Closed Session Motion by Martens, seconded by Neal, to to go into Closed Session pursuant to Wisconsin State Statute §19.85(1)9f) to consider financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations, specifically to discuss an investigation into allegations against a City of Wausau official. Motion passed 11-0. Adjournment Motion by Watson, seconded by Kilian, to adjourn. Motion carried.
