OFFICIAL PROCEEDINGS OF THE WAUSAU COMMON COUNCIL held on Tuesday, November 11, 2025, in Council Chambers, beginning at 5:35 p.m., Mayor Doug Diny presiding. Roll Call indicated 11 members present. Consent agenda. Motion by Neal, seconded by Watson, to approve all items outlined below: 74-0620 Ordinance from the Infrastructure & Facilities Committee Amending Section 10.20.030(b) All Night Parking by Excluding Portions of McClellan Street between North 5th Street and North 6th Street. 25-1103 Resolution from the Finance Committee Adopting the 2026 Business Improvement District Operating Plan. 25-1108 Resolution from the Public Health & Safety Committee Approving or Denying Various Licenses as Indicated. Motion passed 11-0. Ordinances and resolutions. 25-1102 Confirming Appointments of the Mayor of the City of Wausau to the Affordable Housing Regional Task Force. Motion passed 11-0. 25-1109 Resolution from the Finance Committee Adopting the 2026 City of Wausau Budget and General Property Tax to Support Same. Motion by Lukens, seconded by Larson, to amend 25-1109 to remove $40,000 to fund a study for a city administrator out of the Community Development Department budget. Motion passed 8-3. Motion by Larson, seconded by Lukens, to remove the Mayor's Parks and Recreation Department Repatriation Analysis document from the Common Council Packet. Motion failed 4-7. Motion by Tierney, seconded by Larson, to amend 25-1109 to remove the $1.2 million utility relocation project near the Graebel building. Motion failed 4-7. Motion by Lukens, seconded by Watson, to approve as amended. Motion passed 10-1. 25-1109 Resolution of the Finance Committee Authorizing the Modification of Fees to the City of Wausau Fees and Licenses Schedule and Adopted Pursuant to Wausau Municipal Code §3.40.010(a) (2026 Comprehensive Fee Schedule). Motion by Lukens, seconded by Watson, to approve. Motion passed 11-0. 25-1110 Preliminary Resolution from the Infrastructure & Facilities Committee Approving Levying Special Assessments for 2026 Street Construction Projects. Motion by Lukens, seconded by Rasmussen, to approve. Motion passed 10-1. 25-1113 Resolution of the Finance Committee Authorizing the Issuance and Sale of up to $311,838 Taxable General Obligation Promissory Notes, Series 2025 (2nd Issue), and Providing for Other Details and Covenants with Respect Thereto, and Approval of Related Financial Assistance Agreement. Motion by Lukens, seconded by Griner, to Approve. Motion passed 10-1. 25-1114 Resolution of the Finance Committee Authorizing the Issuance and Sale of up to $4,596,236 Water System Revenue Bonds, Series 2025, and Providing for Other Details and Covenants with Respect Thereto and Approval of Related $5,407,337 Financial Assistance Agreement. Motion by Lukens, seconded by Watson, to approve. Motion passed 9-2. 25-1105 Resolution from the Finance Committee Approving Budget Modification for an Amendment with GEI Consultants for Environmental Consulting Services for the Former Wausau Business Incubator Site, WDNR BRRTS# 02-37-587081, at 1300 Cleveland Ave. Motion by Kilian, seconded by Rasmussen, to amend 25-1105 to add as the 17th Where As clause "Whereas, your Economic Development Committee, at their November 4, 2025 meeting, voted to approve Public Participation Plan for 1300 Cleveland Avenue to evaluate and guide the property's ultimate non industrial land use and future non-industrial redevelopment; and"; and add as the 18th Where As clause "Whereas, the City of Wausau's Department of Public Works & Utilities stated at the November 4, 2025 Economic Development Committee that the RAOR for 1300 Cleveland Avenue will coincide with the end use of the property, which is the focus of the approved Public Participation Plan, and that the redevelopment and RAOR processes must therefore work in parallel with one another."; and add as the first a Now Therefore, Be It Further Resolved clause "Now, Therefore Be it Resolved, the Common Council hereby directs city officials to undertake efforts to engage the community and develop the RAOR in parallel with that process to ensure the end use of the property is in compliance with that directive." Motion passed 11-0. Motion by Lukens, seconded by Neal, to approve as amended. Motion passed 11-0. Suspend Rule 12(A) Referral of resolutions and 6(B) Filing. Motion by Watson, seconded by Larson, to suspend rule 12(A) Referral of Resolutions. Motion passed 11-0. 16-1110 Resolution from the Finance Committee Accepting the 2026 Beat Patrol Grant for Wausau Police Department. Motion by Lukens, seconded by Griner, to approve. Motion passed 11-0. 25-0910A Resolution from the Common Council Approving Roadway Typical Sections for State Highway 52 (East Wausau Avenue) from North 6th Street to North 18th Street. Motion by Lukens, seconded by Watson, to approve. Motion passed 11-0. 25-0910B Resolution from the Common Council Approving a Multi-use Path Along the South Side of State Highway 52 (East Wausau Avenue) from North 13th Street to North 18th Street. Motion by Larson, seconded by Henke, to approve. Motion failed 3-8. 25-0910C Resolution from the Common Council Approving a New Sidewalk on the North Side of State Highway 52 (East Wausau Avenue) from North 13th Street to North 18th Street. Motion by Henke, seconded by Tierney, to approve. Motion passed 8-3. 25-0910D Resolution from the Common Council Approving Street Lighting for State Highway 52 (East Wausau Avenue) from North 6th Street to North 18th Street. Motion by Rasmussen, seconded by Larson, to amend 25-0910D to remove in the Now Therefore, Be It Resolved clause "13th Street to 18th Street, and decorative lighting to match existing City decorative lighting from"; and substitute in the Now Therefore, Be It Resolved "13th" with "18th". Motion passed 11-0. Motion by Henke, seconded by Larson, to approve as amended. Motion passed 11-0. 25-1112 Joint Resolution from the Committee of the Whole and Finance Committee Approving the Retention of Mueller Communications for Referendum Services and Related Budget Modification. Motion by Larson, seconded by McElhaney, to call the question. Motion passed 10-1. Motion by Tierney, seconded by Watson, to approve. Motion failed 6-5. Adjournment Motion by Tierney, seconded by Lukens, to adjourn. Motion carried.
