PUBLIC NOTICE COUNTY OF SOMERSET NOTICE OF PUBLIC HEARING The resolution, published herein, will be considered for adoption, after a public hearing thereon at a meeting of the governing body of the County of Somerset, State of New Jersey, on January 13, 2026 at 6:00 PM. During the week prior to, and up to and including the date of such meeting, copies of the proposed resolution will be available at no cost during regular business hours, at the Clerk's office for the members of the general public who shall request the same. RESOLUTION AMENDING THE SOMERSET COUNTY SOLID WASTE MANAGEMENT PLAN TO INCLUDE THE CHANGE IN LOCATION AND PARTICIPATION IN THE NJDEP RESEARCH, DEVELOPMENT AND DEMONSTRATION (RD&D) PROJECT TO HANDLE END-OF-LIFE SOLAR PANELS FOR NEWTECH RECYCLING INC. BLOCK 518.06, LOTS 1,2&3.01, BLOCK 521.02, LOT 25 IN FRANKLIN TOWNSHIP (COMMONLY KNOWN AS 245 BELMONT DRIVE) WHEREAS, the State of New Jersey Solid Waste Management Plan (NJSA 13:1E et seq.) designated the County of Somerset as a Solid Waste Management District with the power to develop and implement a comprehensive solid waste management plan; and, WHEREAS, the Somerset County Board of Commissioners approved a district solid waste management plan in July, 1979, which was later modified and certified by the Commissioner of the New Jersey Department of Environmental Protection in July, 1980, and, WHEREAS, the certified Somerset County Solid Waste Management Plan set forth a comprehensive approach to solving Somerset County's solid waste disposal problem which includes recycling, resource recovery, and sanitary landfill development, and, WHEREAS, any change or modification to an approved District Solid Waste Management Plan requires the Board of Commissioners to hold a public hearing on the proposed changes or modification; and, WHEREAS, on November 17, 2025 the Somerset County Solid Waste Advisory Council voted to endorse amending the Somerset County Solid Waste Management Plan to include; the change in location and participation in the NJDEP Research, Development and Demonstration (RD&D) project to handle end-of-life solar panels for Newtech Recycling Inc. Block 518.06, Lots 1,2&3.01, Block 521.02, Lot 25 in Franklin Township. NOW, THEREFORE BE IT RESOLVED that the Board of Commissioners of the County of Somerset does hereby amend the solid waste management plan to include the change in location and participation in the NJDEP Research, Development and Demonstration (RD&D) project to handle end-of-life solar panels for Newtech Recycling Inc.
