Board Meeting
November 19, 2025
The school board meeting was called to order in open session by Vice President DeFord at 5:39 p.m. Roll call indicated all were present with the exception of Williams.
II. Closed Session - Moved by Genduso and seconded by Hintz that the Board move into Closed Session at 5:40 p.m. pursuant to Wisconsin Statutes Section 19.85(1)(e) to deliberate or negotiate the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session to confer with legal counsel to discuss a potential purchase of property and related agreements. All voted aye by roll call. Motion carried 6-0. Williams arrived at 5:50 p.m. The closed session adjourned at 6:41 p.m.
III. The School Board Meeting returned to open session at 6:42 p.m. Mr. Jurowski left the meeting at that time.
VI. Superintendent's Report and Recognitions:
Ms. Roemer provided the Board with the following updates:
Thanks to Terrance Talley and Youth Alive for their presentations at all four elementary schools, our middle school, time with the HS Unity Club and Community Night! We received very positive feedback on the inspiring message about bringing the community together and looking out for each other. Thanks also to Jen Sielaff, Dan Bader, and many other staff members who came together to plan our Community Night. We had about 150 people there with the police department, fire department, SM library, Edustaff, the Lions Club and SM Legacy sharing information at tables in the lobby. We also collected a HUGE donation to the food drive. Thanks also to John Xynos and our food service team who made an incredible dinner for the group.
We gave our first two You Crushed It Awards at Blakewood today. ongratulations to Betsy Carpenter-Pelkofer from our Nutritional Services team and Eric Borchert, the art teacher, at Blakewood and Luther! We will announce the rest of the quarter 1 winners and invite them all to be honored at the board meeting in December. You Crushed It Awards are given out once per quarter and nominations can come from staff, parents, or community members.
We currently have 380 students who are on Tier 2 or 3 plans of support through MLSS. The plans are for a variety of concerns including behavior, attendance, reading, and math. Our teams are working hard on planning together for the Tier 1 classroom instruction that is designed to meet all students' needs and adding layers of support through Tiers 2 and 3 to support students to develop skills.
We finished our fall Panorama student surveys and have some good results to share.
At the middle school, Teacher Student Relationship is up 8 points since the spring, School Climate is up 8 points since the spring, and Sense of Belonging is up 6 points since the spring. It is exciting to see these results trend in the right direction!
In grades 3-5, supportive relationships, self-management, positive feelings, social awareness, perseverance, emotional regulation and growth mindset are all up between 2 and 9 points. Self-efficacy has stayed flat since the spring.
In grades 6-12, supportive relationships, self-management, social awareness, perseverance, emotional regulation, self- efficacy, and growth mindset are all up between 1 and 4 points. Positive Feelings have stayed flat since the spring.
Please come out and see Little Shop of Horrors this weekend! The students and staff have worked really hard to prepare for what is sure to be a great show!

IX. Consent Agenda - Mr. Hansen
Moved by Hansen and seconded by DeFord that the Board approve the consent agenda as follows:
A. Adoption of Agenda.
B. Approval of Bills for Payment in the Amount of $1,786,933.68
C. Approval of Minutes from the November 5 and November 12, 2025, School Board Meeting.
D. Approval of Donations in the amount of $4,300, as presented.
E. Third Reading and Approval of Revised Policies: 330 Curriculum and Instruction Program Development and Evaluation, 340 Academic Standards, 346.1 Assessing English Language Proficiency, and 361 Instructional Materials Selection and Adoption.
F. Third Reading and Approval of Revised policies: 347 Student Records, 348 Student Personal Information and 370 Extracurricular and Recreation Programs
G. Approval of the Revised December School Board meeting dates as presented.
All voted aye by roll call. Motion carried 6-0.
X. Information Discussion/Possible Action
A. Recreation Center Committee Workshop Update - Board members discussed updates related to the Recreation Center Committee Workshop.
B. Potential Community Center Collaboration Update - Board Members discussed updates related to the potential community center collaboration with Cudahy and St. Francis School Districts.
C. School Improvement Plans - The Board received updates from the High School, E.W. Luther Elementary, and Rawson Elementary related to their school improvement plans.
D. First Reading of Revised Policies 363 Guidance Program, 412 Full Time Students and 421 Entrance Age. The Board discussed the policies and a first reading will occur at an upcoming meeting.
E. School Board Election Timeframe - Board members discussed the schedule for the upcoming Spring election cycle
F. School Board Student Representative Policy Discussion - Board members received information related to the Student Representatives on the School Board policy. It will return at an upcoming meeting.
G. WASB January Convention Attendance - Board members discussed their intentions to attend the State Convention in January.
H. 2026-27 Budget Calendar Approval - Moved by Simmons and seconded by DeFord that the Board approve the 2026-27 Budget Calendar, as presented. All voted aye by roll call. Motion carried 6-0.
I. Quarterly Budget Report - The Board received updates related to the 2025-2026 budget.
President's Report - Ms. Williams previewed upcoming agenda items.
Announcements - Reminder that the Little Shop of Horrors play is this weekend and the Middle School robotics is this weekend as well.
Closed Session - None.
The meeting adjourned at 10:20 p.m, subject to the call of the President.
