Scope of Work
The City of Phoenix is seeking a qualified consultant team to develop a master plan and conduct a facility assessment for the 23rd Avenue Wastewater Treatment Plant. This project site is located near 22nd Avenue and Lower Buckeye Road.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 9:00 am on Friday, December 19, 2025, at 200 W. Washington St., 9th Floor Training Room, Phoenix, AZ 85003 AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through OpenGov.

On Thursday, December 11, 2025 the Request for Qualifications packet may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above.
Firms must be registered in Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
