NOTICE OF RULEMAKING BY THE
WESTSIDE HAINES CITY COMMUNITY DEVELOPMENT DISTRICT
A public hearing will be conducted by the Board of Supervisors of the Westside Haines City Community Development District (the "District") on Wednesday, January 28, 2026, at 9:15 a.m. at the Offices of Prime Community Management, 375 Avenue A SE, Winter Haven, Florida 33880. Prior notice of rule development was published in a newspaper of general circulation on Wednesday, December 24, 2025.
In accordance with Chapters 120 and 190, Florida Statutes, and in connection with its ownership and/or operation of certain improvements, including recreational amenity facilities and improvements within the Wynnstone neighborhood (hereinafter referred to as the "Amenities"), the Westside Haines City Community Development District ("District") hereby gives notice of its intent to adopt Amenity Policies and Rates for the Wynnstone neighborhood (the "Amenity Policies"), Rule Chapter 2—Amenity Policies & Rates, and establish rates, fees, and charges imposed on residents and non-residents utilizing the Wynnstone Amenities (collectively, the "Amenity Rates"), Rule Chapter 2—Amenity Policies & Rates.
The purpose and effect of the Amenity Policies and Amenity Rates is to provide for efficient and effective operation of the District's Amenities and other properties by setting policies and fees relevant to implementation of the provisions of Section 190.035, Florida Statutes. General legal authority for the District to adopt the proposed Amenity Policies and Amenity Rates include Chapters 120 and 190, Florida Statutes, as amended, and specific legal authority includes Sections 190.035(2), 190.011(5), 190.012(3), 190.035, 190.041, 120.54, 120.69 and 120.81, Florida Statutes, as amended. The proposed Amenity Rates include:
Proposed Annual User Fee - $2,000 to $4,000
Proposed Replacement Access Card Fee - $25
Proposed Returned Check/Insufficient Funds Fee - $50
Proposed Administrative Fee - Up to $500
A copy of the proposed Amenity Policies and Amenity Rates, and any material proposed to be incorporated by reference, may be obtained by contacting the District Manager, Jill Burns, at c/o Governmental Management Services – Central Florida, LLC, 219 E. Any person who wishes to provide the District with a proposal for a lower cost regulatory alternative as provided by Section 120.541(1), Florida Statutes, must do so in writing within twenty-one (21) days after publication of this notice to the District Manager's Office.
This public hearing may be continued to a date, time, and place specified on the record at the hearing without additional notice. If anyone chooses to appeal any decision of the Board with respect to any matter considered at a public hearing, such person will need a record of the proceedings and should accordingly ensure that a verbatim record of the proceedings is made, which includes the testimony and evidence upon which such appeal is to be based. At the hearing, staff or Supervisors may participate in the public hearing by speaker telephone.
