INVITATION TO BID
NOTICE IS HEREBY GIVEN that sealed bids will be received by the Burlington Township School District, 710 Jacksonville Road, Hopkins Building, Burlington Township, NJ, (Owner) for the 2026 HVAC IMPROVEMENT PROJECT at the Burlington Township High School, Fountain Woods Elementary School and B. Bernice Young Elementary School with all work incidental thereto for the contract, in accordance with the requirements of the drawings and specifications prepared by Highland Resource Group, Engineers.
Bids for the above will be received and will be publicly opened and read immediately thereafter by the Qualified Purchasing Agent, Mr. Nicholas Bice, at the Burlington Township Board of Education Office located at 710 Jacksonville Road, Hopkins Building, Door #16, Burlington, NJ 08016 on Wednesday, January 21, 2026 at 2:30 PM.
A non-mandatory pre-bid conference will be held on Monday, December 22, 2025 at 2:30 PM on site at 710 Jacksonville Road, Burington, NJ 08016. Enter at Door #16 and check in at District Business Office. Meeting space to be determined.
Project Addendum will be issued by Wednesday, January 7, 2026 if required.
Potential bidders are hereby cautioned that they are bidding at their own risk and that the bid documents may or may not be complete if the bid documents were provided by a third party supplier. Questions regarding the bid must be made via email to scross@newroadcm.com with copy to nrcmc@newroadcm.com and smueller@hrgnj.com. Email subject line shall read, "CONTRACTOR QUESTION BTSD 2026 HVAC IMPROVEMENT PROJECT". All questions must be received by not later than Monday January 5, 2026, not later than 5:00 PM.
Bid Documents may be obtained beginning Wednesday, December 17, 2025 between the hours of 9:00AM and 4:00PM from the office of New Road Construction Management Company, 1876 Greentree Road, Cherry Hill, NJ 08003 as follows:

Bids must be made on the proposal forms in the manner designated, enclosed in a sealed envelope bearing the name and address of bidder and proposal identification on the outside, and must be accompanied by a Certified Check, Cashier's Check, or Bid Bond drawn to the order of the Burlington Township Board of Education for not less than ten (10%) percent of the amount of the base bid, but in no case in excess of $20,000.00. (Pursuant to N.J.S.A. 18A:18A-24).
Prospective bidders are advised that this Project is one which will be subject and will be governed by provisions of New Jersey State Law governing:
(a) Prequalification's of Bidders N.J.S.A. 18A:18A-26 et seq.
(b) Prevailing Wage Rates N.J.S.A. 34:11-56.27
(c) Use of Domestic Materials, N.J.S.A. 18A:18A-20 including any amendments and supplements thereto
(d) P.L. 1977, Chapter 33, (N.J.S.A. 52:25-24.2) listing corporate / partnership names and addresses for individuals with a share of 10% or more and
(e) Disclosure of investment activities in Iran in accordance with P.L.2012, c.25 and N.J.S.A. 18A: 18A-49.4.
"The Public Works Contractor Registration Act" became effective on April 11, 2000. A copy of the certificate must be included in the bid package.
Pursuant to N.J.S.A. 52:32-44 all business organizations that do business with a local contracting agency are required to be registered with the State and provide proof of their Registration with the New Jersey Department of Treasury, Division of Revenue before the contracting agency may enter into a contract with the business. All bidders shall adhere to the information as classified as "New Jersey Business Registration Requirements".
In addition and pursuant to N.J.S.A. 18A:18A-25, each bid must be accompanied by a certificate from a surety company stating it will provide said bidder with a bond in such sum as required by the above referenced statute.
The bidder and its subcontractors shall be classified by the State of New Jersey Division of Property Management and Construction in the following Classification:
Prime HVACR Contractor: C032 – HVACR
and have Subcontractor(s) for the following classification(s) of Work:
Subcontractors: C009 - General Construction / Alterations & Additions
C029 - Structural Steel & Ornamental Iron
C047 – Electrical
Pursuant to N.J.S.A. 18A:18A-26, the Bidder shall be in possession of the required DPMC Classification for the specified Work. In the case of a Combined Single Overall Bid, if the Contractor possess the DPMC Classification in one category, but not in all of the required categories, the Contractor must list the Prime Subcontractor(s) bidding the scope of Work for the other categories.
The Subcontractor(s) must possess the DPMC Classification(s) in that category.
Proposals may not be modified after submittal. Bidders may withdraw bids any time prior to opening.
Proposals may not be withdrawn for a period of sixty (60) days after the date set for the opening of bids.
Proposals must be submitted on a copy of the Form of Proposal enclosed in the Bid Specification.
In accordance with applicable law, bidders must comply with the requirements of P.L. 1975, Chapter 127, NJAC 17:27 Laws Against Discrimination.
The Owner reserves the right to waive any informality in or reject any and/or all bids as may be deemed to be in its best interest.
Bidders are responsible for all requirements listed in the Invitation to Bid and as printed in the bid specification. Neither Burlington Township Board of Education, the Engineer, nor New Road Construction Management Company is responsible for errors or omissions in versions of the advertisement appearing in other publications.
