CITY OF LEBANON, INDIANA
REQUEST FOR PROPOSALS AND QUALIFICATIONS
(Lebanon Westside Park Project)
In accordance with Indiana Code 5-23-5, the City of Lebanon, Indiana (“City”), on behalf of its Board of Park Commissioners (“Park Board”), invites any and all qualified parties to submit a response to its Request for Proposal and Qualifications (“RFPQ”) to develop, design, construct, operate and transfer a new park within the City (the “Lebanon Westside Park Project”), pursuant to a public-private agreement (“BOT Agreement”) under Indiana Code 5-23 (the “Act”). The City has identified a specific property owned by the City for the Project located at the site of the former Lebanon street garage at 1301 Lafayette Avenue in the City. The selected offeror will operate and transfer the completed Project to the Park Board pursuant to a BOT Agreement. The City will enter into a Scoping Agreement with an offeror it believes to be reasonably susceptible of being selected to design, develop and construct the Project. Based on negotiations with the winning offeror, the Scoping Agreement will include payment terms for all design and professional costs associated for the Project. A master plan for the proposed park is attached as Exhibit A to the RFPQ. Delivery of the completed Project is anticipated by November 30, 2026. The City may recommend the winning offeror to the Park Board for completing the Project pursuant to a BOT Agreement. The Park Board shall entertain the City’s recommendation to enter into a BOT Agreement at a duly noticed public hearing. The criteria to be utilized in evaluating the RFPQ is as follows: Proposed Strategy for the design, development, and construction of the Project (40%); Proposal including fee structure (40%); and business experience and expertise (20%). The City invites all qualified parties to submit responses to the RFPQ by or before 5:00 p.m. on January 30, 2026. Offers submitted after 5:00 p.m. EST on January 30, 2026 will not be considered.
