PUBLIC ANNOUNCEMENT
The County of Stark, through the Stark County Engineer’s Office, intends to contract for Engineering services, Construction Inspection and Administration Services, and Right of Way Acquisition Services. Engineering and/or construction management and right of way acquisition firms interested in being considered for a contract to provide the required services should reply with a statement of qualifications no later than 4:00 PM. On January 29, 2026. Statements received after this deadline will not be considered.
Statements of qualifications should include information regarding the firm’s history; education and experience of owners and key technical personnel who will be assigned to the project; the technical expertise of the firm’s current staff; the firm’s ODOT Prequalification’s; the firm’s experience in designing similar projects; availability of staff; the firm’s equipment and facilities; references; firms experience with Federal/Local LPA projects and procedures (including design, inspection services, and right of way services, as required); and any previous work performed for the Stark County Engineer’s Office. Only one statement of qualifications shall be submitted, for all potential projects within the time frame specified below. Statements of Qualifications shall be kept on file at the Stark County Engineer’s Office for a two (2) year period, ending December 31st, 2027. From the response due date to December 31st, 2027, all required Quality Based selections made for engineering services, construction inspection and administration services, and right of way acquisition services will be made based on the statements of qualifications submitted, and supplemental information that will be requested on a project by project basis.
The County, upon determination to proceed with a project, shall short list a minimum of three and a maximum of five firms from those firms that provide qualification statements on or before the response due date, or who provide a qualification statement for an individual project during the two year period between the response due date and December 31, 2027. Those firms shall be notified and provided with an opportunity to submit a two (2) page (maximum) enhanced Interest Letter including technical approach to the project regarding the specific project referenced. Final selection by the County will be made based on the Qualification Statement and the Interest Letter.
Additionally, with your qualification statements, provide an email address and contact person who will be the direct contact for your firm throughout the 2 year period from the response due date to December 31, 2027. This address will be used by the Stark County Engineer to send out information regarding future projects, project selections and other qualification information
As required by Ohio Revised Code, Section 153.65-71, responding firms will be evaluated and ranked in order of their qualifications. Following the evaluation process, the County of Stark will enter into contract negotiations with the most highly ranked firm, based on the above criteria for the following projects.
