PUBLIC NOTICE: CORRECTED REQUEST FOR PROPOSALS FOR THE PURCHASE AND DEVELOPMENT OF MUNCIE
REDEVELOPMENT COMMISSION-OWNED PROPERTY
Correction Notice:
This notice serves as a correction to the Public Notice: Request for Proposals for the Purchase and Development of Muncie Redevelopment Commission-Owned Property originally published by the Muncie Redevelopment Commission. The initial notice omitted the required minimum purchase price. The corrected information below includes the established minimum bid of $125,600. All other terms and submission requirements remain unchanged.
Request for Proposals
Pursuant to Indiana Code § 36-7-14-22, notice is hereby given that the Muncie Redevelopment Commission (“Commission”) will receive proposals for the purchase and development of approximately 12 acres of land owned by the Commission and located in northwest Muncie, Indiana.
Minimum Bid: $125,600
Purpose of the Request
The Commission seeks qualified development proposals that will advance the City’s strategic goal of expanding quality housing options, strengthening the local tax base, and supporting workforce retention. The site is intended for a premium residential subdivision consistent with recent planning discussions and the County’s economic development objectives.
Project Expectations
Proposals must include:
• Residential Use: A high-quality single-family residential subdivision.
• Scale: Approximately 42 homes (±10%), generally priced from $400,000 to $500,000 per home.
• Site Improvements: Modern subdivision infrastructure, underground utilities, decorative lighting, enhanced landscaping, stormwater management, and recreational amenities such as pickleball courts or water features.

Approximately 12 acres of publicly owned land in northwest Muncie, Indiana.
Legal description: PT NE QTR NE QTR S31 T21 R10 11.35AC, currently zoned Residential 2.
Submission Requirements
Interested developers must submit:
• A written development proposal outlining project concept, housing type and number of units, estimated investment, proposed timeline, and anticipated public/private funding structure.
• Evidence of prior experience with comparable residential developments.
• Conceptual site plan or layout (preliminary).
• Description of anticipated community benefits.
Evaluation Criteria
Proposals will be evaluated based on:
• Consistency with City and County housing and redevelopment goals.
• Developer qualifications and demonstrated capacity.
• Quality of design and amenities.
• Feasibility and timing of project implementation and completion.

Proposals will be opened and reviewed at a public meeting of the Muncie Redevelopment Commission, which may be a regularly scheduled or specially called meeting held on January 15, 2025.
The Commission reserves the right to reject any and all proposals, to waive informalities, and to negotiate terms deemed to be in the best interest of the City of Muncie.
