NOTICE TO BIDDERS
Notice is hereby given that the Spencer Town Board will receive sealed bids until 4pm on Tuesday, January 20, 2026 for the street milling and asphalt resurfacing of various town streets in the Town of Spencer. Instructions to Bidders, General and/or Special Conditions, General Specifications, and a detailed listing of streets, including the length/width of those streets, are available in the office of the Spencer Town Clerk-Treasurer. The project consists of street milling to a depth of 2 inches and resurfacing with 9.5 mm HMA surface to original elevations on roads within in the Town of Spencer and associated with the 2026-1 Community Crossings Matching Grant program and award.
Sealed bids must be in the hands of the Spencer Town Clerk-Treasurer, 90 N West Street, Spencer, Indiana 47460 prior to 4:00 p.m. on Tuesday, January 20, 2026. Bids received after the aforementioned date and time will be returned unopened, regardless of post mark date. All bids will be opened and read aloud beginning at 6:00 p.m. on Tuesday, January 20, 2026.
All materials and supplies, unless otherwise specified shall be in compliance with the appropriate section(s) of the latest version of the INDOT Standard Specifications and all other applicable laws and regulations.
Qualification Of Bidders: Bidder and Bidder’s Sub-Contractors performing work type, must be on the most current Indiana Department of Transportation Pre-Qualified Contractors list at the date of the Bid Opening for the types of work involved with this project.
Bid Documents: All bids shall be accompanied by (1) Contractors Bid for Public Work (Form 96) and (2) Bid security, as described below.
Bid Security: Bid Security in the amount of ten percent (10%) of the total bid amount shall accompany the bid. Bid Security may only be in the form of a Bid Bond (A-310). If the Bidder withdraws a bid within ninety (90) days after the opening date, without consent of the Owner, the Owner may declare the Bid deposit forfeited as liquidated damages.
Bonds: The successful Bidder will be required to furnish a Performance Bond for Construction for 100% of the Contract sum and proof of insurance per bid documents
Bids must be submitted in triplicate with all bid documents properly executed and must comply with the statutes of the State of Indiana and with the rules and regulations of the Indiana State Board of Accounts. Bids shall be in a sealed envelope marked “2026-1 CCMG”.
Bids will be awarded to the lowest responsible and responsive bidder. The Town of Spencer reserves the right to accept or reject any Bid and to waive any irregularities in the bidding.
