LEGAL ADVERTISEMENT - NOTICE TO BIDDERS
Notice is hereby given that the Board of Commissioners of Wayne County, Indiana; hereinafter referred to as the OWNER, will receive a sealed bid for construction of the following project:
Rehabilitation of Bridge No. 307 – Gravel Pit Road over East Fork Whitewater River, Wayne County
Bridge No. 307 is located on Gravel Pit Road, 0.14 miles South of State Road 121 located in Section 25 & 26, Township 14 North, Range 1 West, Wayne Township, Wayne County, Indiana.
Bids must be submitted by registered or certified mail with return receipt or by commercial courier with delivery tracking capabilities or delivered in person, addressed to the Wayne County Commissioners Office, 401 East Main Street, Richmond, Indiana 47374. All bids will be considered by the OWNER at their regularly scheduled public meeting and will be opened and read aloud at 9:30 a.m. local time, on January 14, 2026. Bids received after the designated time for receipt but during the bid opening shall be logged in with time of receipt, opened, read aloud during the bid opening, and referred to the OWNER for its consideration and treatment in the manner required by law. Bids received after the conclusion of the bid opening shall be logged in with the time of receipt; noted that the bid was received after the conclusion of the bid opening and returned unopened to the bidder. Bidders must be prequalified by the Indiana Department of Transportation for the type of work being bid.
The work to be performed and the bids to be submitted shall include all general construction, labor, material, tools, equipment, taxes, permits, licenses, insurance, service costs, etc. incidental to and required for this project. All materials furnished and labor performed incidental to and required by the proper and satisfactory execution of the contracts to be made, shall be furnished and performed in accordance with requirements from the drawings and specifications included in these documents.
Electronic Contract Documents, including Specifications, Instructions to Bidders, Bid Forms, and Plans may be obtained at no charge on or after December 17, 2025 from the Wayne County Highway Engineer’s Office, County Highway Garage, 8198 West US Highway 40, Centerville, Indiana, 47330, by calling 765-855-5211, or by email to acrist@waynecounty.in.gov Hard copies of the Contract Documents (11” x 17”) may be obtained from the Wayne County Highway Engineer’s Office upon receipt of a $50.00 non-refundable fee.
Bids shall be properly completed and submitted on Indiana State Board of Accounts Form #96, along with a properly signed Affidavit of Non Collusion. A 5% bid bond or certified check shall be required with the bid, made payable to the Wayne County Board of Commissioners and will be held as evidence that the bidder will, if awarded the contract, enter into the same with the OWNER upon notification to the bidder to do so. The successful Bidder shall provide a 100% performance bond and a payment bond equal to the contract price to ensure the payment of subcon¬tractors, material suppliers, contract laborers and persons furnishing services will be required upon award of contract. Failure to execute the contract and to furnish performance bond to the OWNER, will be cause for forfeiture of the amount of money represented by the bid bond or certified check, as and for liquidated damages.
No bid may be withdrawn after the scheduled time for opening bids without the written consent of the OWNER for a period of 30 days. The OWNER reserves the right to reject any or all bids and to waive any or all informalities, irregularities, or omissions in any or all bids.
