PROCEEDINGS, COMMON COUNCIL MEETING
DECEMBER 2, 2025, 7:00 P.M.
CITY OF OAK CREEK
MILWAUKEE COUNTY
1. Mayor Bukiewicz called the meeting to order at 7:00 p.m. On roll call, the vote was as follows: Ald. Haase, aye; Ald. Ruetz, aye; Ald. Gehl, aye; and Ald Guzikowski, aye. Ald. Loreck and Ald. Marshall were excused.
Also present were City Attorney Melissa Karls, Deputy City Administrator / Finance Officer Maxwell Gagin, IT Director Thomas Kramer, Fire Chief Michael Kressuk, City Librarian Jill Lininger, Police Chief David Stecker, Assistant City Administrator / City Engineer Matthew Sullivan, City Administrator Andrew Vickers, Marketing and Public Relations Director Marcia Wayer, and City Clerk Catherine Roeske.
2. The meeting began with the Pledge of Allegiance being said by all present.
3. Ald. Ruetz moved to approve the 11/18/25 minutes. On roll call, all voted aye.
4. Ald. Gehl moved to adopt Resolution No. 12633-120225, a Resolution of Appreciation to Gary P. Schneider, retiring Police Detective. On roll call, all voted aye.
5. Ald. Haase moved to adopt Ordinance No. 3143, Fixing the Salary and Wage Ranges, Salaries, Wages and Allowances for all Full-Time and Part-Time Non-Represented positions for the year 2026. On roll call, all voted aye.
6. Ald. Gehl moved to adopt Resolution No. 12635-120225, acknowledging and filing the 2026 calendar year salary grade plan and benefits for Library personnel. On roll call, all voted aye.
7. Ald. Gehl moved to adopt Resolution No. 12637-120225, establishing various fees, permits and charges charged by the City of Oak Creek, to be effective 1/1/26. On roll call, all voted aye.
8. Ald. Haase moved to approve the 2026 regular Combined Common Council meeting dates, as presented. On roll call, all voted aye.
9. Ald. Gehl moved to approve the appointment of Election Inspectors for the two-year period of January 1, 2026 through December 31, 2028. On roll call, all voted aye.
10. Ald. Gehl moved to concur with the Mayor's appointment of Clarissa Acevedo to the Police and Fire Commission filling a 5-year term vacancy, expiring April, 2029. On roll call, all voted aye.
11. Ald. Gehl moved to adopt Resolution No. 12636-120225, entering into an Intergovernmental Cooperation Agreement with the Milwaukee Metropolitan Sewerage District for the installation of the main interceptor sewer along S. 27th Street from Oakwood Road to the county line. On roll call, all voted aye.
12. Ald. Ruetz moved to adopt Resolution No. 12638-120225, approving a Storm Water Management Practices Maintenance Agreement with Almeg, LLC for the Almeg Subdivision located at 9025 S. Nicholson Rd. (Tax Key No. 873-9999-001). On roll call, all voted aye.
13. Ald. Ruetz moved to approve the license recommendations as listed:
Grant an Operator license to: Sarah J. Wotapka (Kwik Trip), Kailea E. Ott (Kwik Trip), Maureen A. Schuerman (Woodman's), Michael C. Simmons (Wisco Hotels), Samuel J. Lisby (Swing & Sip).
Grant a 2025 Temporary "Class B" Wine Retail Alcohol license to Lisa Johnston, Agent, Savage Support Corp., 226 N. 38th St., Milwaukee, WI for an event at the Oak Creek Christmas Market, December 12, 2025 in Drexel Town Square, 361 W. Town Square Way.
Grant 2026 Dog Kennel licenses to the following:
* Koren Black, Team LB, LLC dba Central Bark Oak Creek, 1075 W. Northbranch Dr., #B
* Brett Ippolite, D.D.A. Oak Creek, LLC dba Camp Bow Wow, 8411 S. Liberty Ln.

Grant a 2026 Secondhand Jewelry Dealer license to Julie Ann Turner, Ruby & Jewels, 8811 S. Charmaine Cir.
Grant a 2026 Secondhand Article / Secondhand Jewelry Dealer license to Richard Radtke, Oak Creek Currency & Coin, 616 E. Ryan Rd.
On roll call, the vote was as follows: Ald. Haase, aye; Ald. Ruetz, aye; Ald. Gehl, aye; and Ald. Guzikowski, aye.
14. Ald. Haase moved to approve the November 25, 2025 Vendor Summary Report in the amount of $729,352.37. On roll call, all voted aye.
15. Ald. Gehl moved to convene into Closed Session at 7:32 p.m., pursuant to Wisconsin State Statutes, Section 19.85 to discuss the following:
a. Section 19.85(1)(e) Wis. Stats to consider an agreement and potential terms that may include the investment of public funds between the City of Oak Creek and Abendschein Park Beer Garden, LLC dba Abendschein Biergarten.
On roll call, all voted aye.
16. Ald. Gehl moved to reconvene into Open Session at 7:42 p.m. On roll call, all voted aye.
17. Ald. Gehl moved to approve the agreement between the City of Oak Creek and Abendschein Park Beer Garden, LLC dba Abendschein Biergarten. On roll call, all voted aye.
Ald. Ruetz moved to adjourn the meeting at 7:44 p.m. On roll call, all voted aye.
