ORDINANCE S-52465 AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO CONTRACTS WITH ABACUS PM LLC, RIDER LEVETT BUCKNALL LTD, AND VANIR CONSTRUCTION MANAGEMENT, INC. TO PROVIDE COST ESTIMATING ON-CALL SERVICES; AND FURTHER AUTHORIZING THE CITY CONTROLLER TO DISBURSE FUNDS. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PHOENIX as follows: SECTION 1. The City Manager, or the City Manager’s designee, is authorized to enter into contracts with Abacus PM LLC, Rider Levett Bucknall LTD, and Vanir Construction Management, Inc. to provide cost estimating on-call services for the Housing Department. The contracts will begin on or about January 1, 2026, for a five-year term with no options to extend. The aggregate contracts’ value will not exceed five hundred thousand dollars ($500,000). SECTION 2. The City Controller is authorized to disburse all funds for the purposes of this ordinance. PASSED by the City Council of the City of Phoenix this 3rd day of December 2025.
