ORDINANCE S-52470 AN ORDINANCE AMENDING ORDINANCE S-51499 TO ADD FEDERAL UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT HOME INVESTMENT PARTNERSHIPS AMERICAN RESCUE PLAN (HOME-ARP) FUNDS FOR THE ST. CATHERINE MANOR AFFORDABLE HOUSING DEVELOPMENT PROJECT; AND FURTHER AUTHORIZING THE CITY CONTROLLER TO DISBURSE FUNDS. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PHOENIX as follows: SECTION 1. Ordinance S-51499 is amended to add up to three hundred seventy five thousand dollars ($375,000) in federal United States Department of Housing and Urban Development HOME Investment Partnerships American Rescue Plan (HOME-ARP) funds to award to Housing for Hope, LLC, or a City-approved nominee, for the St. Catherine Manor affordable housing development project. The term of the contract will begin around January 2026 and run for a minimum of fifteen (15) years after project completion. SECTION 2. The City Manager, or the City Manager’s designee, is authorized to take all actions and execute all documents to effectuate the purposes of Section 1. SECTION 3. The City Controller is authorized to disburse all funds for the purposes of this ordinance. PASSED by the City Council of the City of Phoenix this 3rd day of December 2025.
