Air Quality Title V
Operating Permit
TVOP-56-00262 Mostoller LDFL, LLC.
In accordance with 25 Pa. Code § § 127.441, 127.425, and 127.521, the Department of Environmental Protection (DEP) is providing notice that it intends to issue a renewal Title V Operating Permit (TVOP-56-000262) for the continued operation of a solid waste management facility located in Brothersvalley Township and Somerset Township, Somerset County. The name and address of the applicant is Mostoller LDFL, LLC., 7095 Glades Pike, Somerset, PA 15501.
Mostoller LDFL, LLC accepts municipal solid waste, construction and demolition waste, and approved residual and special handling wastes. The facility property encompasses approximately 1,200 acres, of which 278.1 acres are permitted for landfill operations. The landfill has an estimated disposal capacity of 15.2 million tons of waste. Sources and control devices at the facility include the landfill itself (consisting of disposal areas under construction, active disposal areas, and closed disposal areas), paved and unpaved roadways, an emergency generator, two leachate tanks with a combined capacity of 3.1 million gallons, a landfill gas (LFG) enclosed flare, a utility flare, a water truck, and the landfill gas collection system.
The facility has potential emissions of 35.1 TPY NOx, 123.2 TPY CO, 23.9 TPY VOCs, 17.8 TPY SOx, 28.7 TPY PM10, 14.4 TPY total HAPs, 5.2 TPY HCl, 2.6 TPY toluene, and 201,794 TPY CO2e. The permit includes facility-wide emission limitations of 28.6 TPY NOx, 160.2 TPY CO, 7.1 TPY SOx, 34.3 TPY PM10, and 27.0 TPY VOCs. In addition, the operating permit includes operating requirements and work practice standards, as well as monitoring, recordkeeping, and reporting provisions to ensure that the facility complies with all applicable federal and state air quality regulations. Sources at this facility are subject to 40 CFR Parts 60, 40 CFR Parts 62, 40 CFR Parts 63, and 25 Pa. Code Article III, Chapters 121 through 145.

Written comments must contain the following:
Name, address and telephone number of the person submitting the comments.
Identification of the proposed Operating Permit (56-00262).
Concise statements regarding the relevancy of the information or objections to issuance of the Operating Permit.
A public hearing may be held, if the Department, in its discretion, decides that such a hearing is warranted based on the information received. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper or by the Pennsylvania Bulletin, or by telephone, where the Department determines such notification by telephone is sufficient. All comments must be received prior to the close of business 30 days after the date of this publication.
