GLASCOCK COUNTY BOARD OF ELECTIONS
PETITION
During the November 2024 General Election, 1113 registered voters (53.69% of our registered voters) cast their votes early at the Glascock County Board of Elections Office in person and 61 Absentee By Mail (2.94% of our registered voters). On Election Day only 508 voters (24.51%) showed up to our 4 staffed polling locations. During our 2025 Election Cycle for the PSC/Municipal Elections the trend was very similar with a much smaller turnout rate. (As of November 2025, our total registered voter count for each precinct was as follows: Gibson - 681, Mill – 814, Mitchell – 539, Edgehill – 189.) The Glascock County Board of Elections believes that this trend will continue and expand in the future.
Since the elections are funded by county taxpayers and considering the current economic financial condition, the Board feels having 4 precincts is an unjust waste of financial resources.
We, the Glascock County Board of Elections petition the Elections Supervisor of Glascock County, Georgia for the consolidation of these 4 precincts. This consolidation if granted will result in:
• Gibson, Mill, Mitchell and Edgehill Precincts being consolidated into the Glascock County Precinct, creating just one precinct.
• Cost savings in the county: Approximately $10,000.00 plus per election cycle year
• No yearly rental fees for the use of the Mitchell Community House ($500.00 annual savings)
• No Porto Potty rental fees (approximately $525 per election day) for the Mill Precinct (no plumbing in building).
• No electrical contract fees for the Mill Precinct.
• Drastically reduced labor costs in the preparation and testing of all election equipment prior to dispatch. We have a total of 7 pieces of equipment for each precinct that is uploaded with the current election project, tested and security tags placed prior to them being dispatched. Also, each precinct must have security keys and cards programmed in order for the Poll Managers to access the equipment. Each piece of equipment has a chain of custody that must be filled out and maintained for each election with serial numbers and security tag numbers that coincide with each individual piece of equipment. Consolidation would take it from 28 pieces of deployed equipment down to 12 pieces of equipment in house. Currently it takes approximately 3 days of uninterrupted work time to complete these tasks. The consolidation would reduce the time almost in half.
• Reduced labor and supply costs in the preparation of all required paperwork, supplies, and manuals for each election.
• No internal or ground cleaning/maintenance is needed for the precincts.
• Less Poll Workers needed (cost savings of $625 per precinct for payroll alone)
• More efficiently, readily able to serve our voters with onsite access to supporting documentation and verification through trusted federally and state approved websites and computer technology.
• Tremendous savings on ballot costs (each precinct has to have specific ballots recognizing their precinct. These ballots have to be created with accurate identifying codes and information specific to the election. This information is carefully gathered by the Elections Supervisor and transmitted to the Secretary of States Office who creates the ballots.)
• Tremendous savings on run-off costs.
• Equipment and documentation remain in the Board of Elections building (less chance of damage during transport to each of the precincts)
• Less traveling costs for equipment set-up and takedown.
• Reduce on site security costs
• More election machines are available in one location which promotes less wait times for voters in a more streamlined process.
• Safer elections:
o Voted ballots, scanner disks, and elections documentation would no longer have to be transported to Election Headquarters. Everything would remain in-house.
o In case of an emergency, our Sheriff’s Office would only have one precinct to patrol instead of four that are stretched across the county. Reduced response time.
• Less confusion for the public as to where to go to vote
• Better use of personnel
• On-site county nurse
The Glascock County Precinct is located in the county seat at the Glascock County Board of Elections Office, 676 W. Main Street, Gibson, GA. It can accommodate voters, has adequate parking and is ADA compliant. The Glascock County Board of Elections is readily available to handle any concerns that may arise on Election Day.
