Proceedings of the Brown County Board of Supervisors December 17, 2025.Pursuant to Sections 19.85 and 59.094, Wis. Stats, notice is hereby given to the public that the regular meeting of the BROWN COUNTY BOARD OF SUPERVISORS was held on Wednesday, December 17, 2025, at 6:00 p.m., Lower Level – Pine Room, Brown County Central Library, 515 Pine St., Green Bay, WI 54301.
Chairman Buckley called the meeting to order at 6:03 p.m. Following, an invocation was given and reciting of the Pledge of Allegiance by the Board.
Roll call was taken. 23 Supervisors were present: Antonneau, De Wane, Nicholson, Jacobson, Theno, Friberg, Borchardt, Evans, Vander Leest, Buckley, Gannon, Dantinne, Rentmeester, Kaster, Van Dyck, McDonald, Labouvé, Coenen, Przybelski, Wolfe, Toellner, Lund, Pyle. Supervisor Lefebvre arrived late (6:59PM).
5. Motion to approve the adoption of the agenda was approved.
6. Motion to approve the County Board minutes of the October 29, 2025, meeting was approved.
7. Announcements of Supervisors: McDonald, Toellner, Borchardt and Theno spoke under announcements of Supervisors.
8. Presentation of Communications for Consideration:
8a. Communication from Supervisors Theno and Wolfe: Respectfully request that the Executive Committee bring forth a resolution expressing the Board of Supervisors condemnation of political violence and urging all citizens to be civil and respectful to fellow citizens, regardless of the political opinions and beliefs. Referred to Executive Committee.
8b. Communication from Supervisor Van Dyck: Request that the Executive Committee Chairperson form an ad hoc committee, consisting of 3 to 5 County Board Supervisors, to work in conjunction with Corporation Counsel, to develop a recommended procedure to be followed when filling a vacant supervisor position. It is understood that this procedure would be a recommendation only, as the authority to select candidates to be submitted to the County Board for approval, including the selection process itself, rests solely with the County Board Chairperson per Wisconsin State Statute. Referred to Executive Committee.
8c. Communication from Supervisors Toellner, Borchardt, Theno and Jacobson: Request that Corporate Counsel draft an ordinance establishing a formal and transparent process for filling vacancies on the County Board, incorporating the following provisions:
a) Unless a special election is called pursuant to Wisconsin Statutes §59.10(3)(e), the Chair of the County Board shall provide public notice of any Board vacancy by notifying all major county media outlets.
b) Individuals interested in being considered for appointment to fill a Board vacancy shall have a two-week application period, beginning on the date the notice described in subsection (a) is issued, to submit an application to the County Board Office.
c) Notice of the vacancy shall be broadly disseminated through multiple channels, including a press release, official county social media platforms, and the county website. In addition, notice shall be distributed directly to all current County Board Supervisors.
d) A Nomination Committee shall be established to review all applications. The committee shall consist of:
- The Chair of the operating committee that the vacated member was a member,
- The Vice-Chair of the County Board, and
- The Supervisor with greatest longevity of service on the board.
Any designated committee member may request to delegate their responsibility to another Supervisor, subject to approval by the County Board Chair.
e) The Vice-Chair of the County Board shall preside over meetings of the Nomination Committee. The committee shall interview every applicant who submits an application in accordance with subsection (b) and shall forward a recommendation to the County Board Chair for appointment.
All applicants shall be interviewed by the Nomination Committee, regardless of the number of applicants received, including instances in which only a single applicant applies. The votes of the committee shall be recorded as part of the recommendation to the Chair. Referred to Executive Committee.
8d. Communication from Supervisor Evans: The Brown County Board of Supervisors sets a specific day of the week, specific week in the month (ex. Fourth week), and month (ex. October or November) for the Annual Budget meeting (similar to the Organizational Meeting which, by statutes, occurs on the third Tuesday of April). Referred to Executive Committee.
8e. Communication from Supervisor Evans: Brown County Government share a portion of its half-percent sales tax revenue with every municipality in Brown County (through an intergovernmental cooperative agreement – considered a revenue-sharing program).
The Brown County Board to determine:
1. The percentage of fixed amount (with a yearly escalator/escalation clause) to share.
2. Based on population or equalized value.
The effective date of implementation (ex. January 1st, 2027). (As the half-percent sales tax revenue is already designated in the Brown County 2026 budget). Referred to Executive Committee.
8f. Communication from Supervisor Coenen: Communication to Brown County Board of Supervisors regarding compliance with landfill siting agreement. Referred to Planning, Development & Transportation Committee.
9a. Appointments by County Board Chair:
9ai. Confirmation of Appointment of Ronald Vigil as Brown County Supervisor District #14 was approved.
9aii. Confirmation of Appointment of Richard G. Van Lanen as Brown County Supervisor District #22 was approved.

This 2025 Budget Adjustment is to recognize additional Adult Protective Services funding awarded by the Wisconsin Department of Health Services. DHS provided this one time enhanced funding using ARPA funds allocated to the State department. Grant revenue will cover eligible purchased services to enhance, improve, and expand the ability of APS to investigate allegations of abuse, neglect, and exploitation.

2025 - This budget adjustment is for the DA's office to work with IT to install more WIFI throughout their offices so they have better connection. The DA's office is requesting that 15 new AP's get installed - 6 on the first floor, 6 on the second floor, and 3 on the third floor. This BA includes both the new equipment needed, as well as the labor to install everything. Discovery revenue is already slightly over budget for 2025 and there is still one quarter left in the year.

*2025* The golf course has received more green fees revenue than expected this year and is requesting to use the increased revenue to pay for Ash tree removal service.

LANDCON
Due to the current government shutdown all work under NRCS authority and requiring NRCS support, oversight, assistance, etc. has ceased. This includes staff working on the Demonstration Farm project. The agreement with NRCS pays for 75% of both the project manager and an Agronomy Technician position. This adjustment takes savings from an open position and uses it to cover these positions during the current shutdown as their job duties have changed from Demo farm implementation to other departmental programs.

2025 - This Library budget adjustment is to transfer 2024 donations collected for the Ashwaubenon Branch project to the Library Improvement Capital Project Fund, so all revenue for the project is held within the same fund that expenditures are recorded.
