MEETING OF THE COUNTY
BOARD OF SUPERVISORS
MANITOWOC COUNTY, WISCONSIN
Tuesday, November 4th, 2025 6:00 P.M.
Pursuant to Wis. Stats. 59.04, the County Board of Supervisors of Manitowoc County, Wisconsin convened in open session at the Heritage Center, in the City of Manitowoc, being the 4th day of November 2025, for the purpose of transacting business as a Board of Supervisors.
Chairman Martell called the meeting to order at 6:00 p.m.
Supervisor Falkowski gave the invocation, followed by the Pledge of Allegiance to the Flag by the entire assemblage.
Roll call: 24 members were present: Lillibridge-1, Jadowski-2, Metzger-3, Heilman-4, Martell-5, Hansen-6, Schiesl-7, Hacker-8, Sitkiewitz-9, Zimmer-10, R. Phipps-11, Behnke-12, Neils-13, Bonde-14, Hammel-15, Maresh-17, Muench-18, Falkowski-19, Engelbrecht-20, M. Phipps-21, Grambow-22, Klein-23, Weiss-24, and Shimulunas-25. Supervisor Naidl-16 was excused.
PUBLIC COMMENT – OPPORTUNITY FOR CITIZENS TO PRESENT THEIR VIEWS
Chairman Martell declared public comment open at 6:09 p.m.
Michelle Haese, county resident, expressed concern for the 2026 budget. She would like to see responsible leadership and pro-active plans before each budget cycle.
No one else present wished to speak, subsequently Chairman Martell closed public input at 6:13 p.m.
CONSENT AGENDA
Chairman Martell called the consent agenda and questioned if any supervisor wished to withdraw any items. Supervisor Behnke moved, seconded by Supervisor Sitkiewitz to approve Consent Agenda Items A, B1a, B2a, B2b, B2c, B3a, and B4a. Upon vote, the motion carried unanimously.
A. Approve October 27, 2025 County Board Minutes.
B1a. Appointment of Tina Prigge to the Aging and Disability Board for a term expiring December 31, 2028.
B2a-c. Appointments of Korina Aghmar, Alternate) Jessica Wanserski, Jessica Backus, and Robert Henning Jr to the Local Emergency Planning Committee for a two-year term expiring December 2027.
B3a. Appointment of Allan Brixius to the Transportation Coordinating Committee to fill a vacancy for a term expiring April 2027.
B4a. Appointment of Kurt Carlson to the Veterans Service Commission for a three-year term expiring December 2028.
COMMITTEE REPORTS, RESOLUTIONS, ORDINANCES
Board of Health: Supervisor Metzger gave a report.
Supervisor Metzger moved, seconded by Supervisor Neils to adopt Resolution 2025/2026-124 Accepting Routine Immunization Through Community Engagement (RICE) Grant. Upon vote, the motion carried with 23 ayes and 1 no. Supervisor M. Phipps-21 voted no.
Finance Committee: Supervisor Hansen gave a report.
Supervisor Hansen moved, seconded by Supervisor Behnke to adopt Resolution 2025/2026-125 Adopting 2026 Budget and Property Levy. Discussion followed.
Amendment 1: Supervisor Metzger moved, seconded by Chairman Martell to amend the budget by reducing Highway incentive pay from 4% to 2% in the amount of $82,931.76 and reducing the borrowing by $82,931.76 for Capital Projects. Upon discussion and vote, the motion to amend failed with 5 ayes and 19 noes. Supervisors Lillibridge-1, Jadowski-2, Heilman-4, Hansen-6, Hacker-8, Sitkiewitz-9, Zimmer-10, R. Phipps-11, Behnke-12, Neils-13, Bonde-14, Hammel-15, Maresh-17, Muench-18, Falkowski-19, Engelbrecht-20, M. Phipps-21, Klein-23, and Weiss-24 voted no.
Amendment 2: Supervisor Metzger moved, seconded by Supervisor M. Phipps to amend the budget by striking lines 147-184 regarding Nepotism. Upon discussion and vote, the motion to amend carried with 20 ayes, 3 noes, and 1 abstain. Supervisors Neils-13, Muench-18, and Falkowski-19 voted no. Chairman Martell-5 abstained.
Supervisor Hansen moved, seconded by Supervisor Behnke to adopt Resolution 2025/2026-125 as amended Adopting 2026 Budget and Property Levy as proposed by the Finance Committee. Upon discussion and vote, the motion carried with 14 ayes and 10 noes. Supervisors Jadowski-2, Metzger-3, Martell-5, Schiesl-7, R. Phipps-11, Falkowski-19, M. Phipps-21, Grambow-22, Klein-23, and Shimulunas-25 voted no.
Supervisor Hansen moved, seconded by Supervisor Hacker to enact Ordinance 2025/2026-126 Amending Manitowoc County Code Chapter 1 (County Organization) and Chapter 2 (County Department and Agencies). Upon vote, the motion carried with 23 ayes and 1 no. Supervisor Hammel-15 voted no.
Personnel Committee: Supervisor Maresh gave a brief report.
ANNOUNCEMENTS
Chairman Martell advised the supervisors the next County Board Meeting will be December 16th, 2025.
ADJOURNMENT
Supervisor Engelbrecht moved to adjourn, seconded by Supervisor Muench, and the motion was adopted by acclamation. The meeting adjourned at 7:45 p.m.
