MEETING OF THE COUNTY
BOARD OF SUPERVISORS
MANITOWOC COUNTY, WISCONSIN
Tuesday, November 11th, 2025 6:00 P.M.
Pursuant to Wis. Stats. 59.04, the County Board of Supervisors of Manitowoc County, Wisconsin convened in open session at the Heritage Center, in the City of Manitowoc, being the 11th day of November 2025, for the purpose of transacting business as a Board of Supervisors.
Chairman Martell called the meeting to order at 6:00 p.m.
Chairman Martell gave the invocation, followed by the Pledge of Allegiance to the Flag by the entire assemblage.
Roll call: 22 members were present: Lillibridge-1, Jadowski-2, Metzger-3, Heilman-4, Martell-5, Schiesl-7, Hacker-8, Sitkiewitz-9, Zimmer-10, R. Phipps-11, Behnke-12, Neils-13, Bonde-14, Hammel-15, Maresh-17, Muench-18, Engelbrecht-20, M. Phipps-21, Grambow-22, Klein-23, Weiss-24, and Shimulunas-25. Supervisors Hansen-6, Naidl-16, and Falkowski-19 were excused.
UNFINISHED BUSINESS
Discussion and action on the following County Executive vetoes of Resolution 2025/2026-125.
Supervisor Behnke moved, seconded by Supervisor Metzger to override vetoing the borrowing of $370,000 to fund a 1% increase in salaries and vetoing that expenditure in the Finance Committee amendment to the 2026 budget. Upon discussion and vote, the motion carried 18 yes and 4 noes. Supervisors R. Phipps-11, M. Phipps-21, Grambow-22, and Shimulunas-25 voted no.
Supervisor Hammel moved, seconded by Supervisor Maresh to override vetoing taking $32,000 from the Information Technology Fund to fund year one of the AXON artificial intelligence add-on in the Finance Committee amendment to the 2026 budget and vetoing that expenditure. Upon discussion and vote, the motion carried 21 yes and 1 no. Supervisor Shimulunas-25 voted no.
Supervisor Bonde moved, seconded by Supervisor Hammel to override vetoing the AXON bodycam proposal by vetoing the line in the Sheriff-Administration budget #21000.53084 for $243,000. Upon discussion and vote, the motion carried 21 yes and 1 no. Supervisor Shimulunas-25 voted no.
Supervisor Behnke moved, seconded by Supervisor Engelbrecht to override vetoing $243,000 from the tax levy on page 2 line 86 to reduce the tax levy to $33,902,537.10. Upon discussion and vote, the motion carried 21 yes and 1 no. Supervisor Shimulunas-25 voted no.
Supervisor Behnke moved, seconded by Supervisor Hammel to override vetoing $200,000 of the borrowing in the Highway Roads and Bridges Special Revenue fund budget reducing it from $3,000,000 to $2,800,000. Upon discussion and vote, the motion carried 19 yes and 3 noes. Supervisors R. Phipps-11, Grambow-22, and Shimulunas-25 voted no.
ADJOURNMENT
Supervisor Behnke moved to adjourn, seconded by Supervisor Klein, and the motion was adopted by acclamation. The meeting adjourned at 6:35 p.m.
