NOTICE OF RECEIVING BIDS Mishawaka-Penn-Harris Public Library Capital Improvements – 2024 General Obligation Bond HVAC and Lighting Upgrades Project Bittersweet Branch Notice is hereby given that Mishawaka Penn Harris Public Library, Mishawaka, Indiana will receive sealed bids until 4:00 P.M., January 15, 2026, at Administration Office of the Mishawaka Penn Harris Public Library, 209 Lincolnway East, Mishawaka, Indiana 46544. Bids will be opened publicly thereafter. Formal Award of Construction Contract is anticipated to be made at the Mishawaka Penn Harris Public Library Board meeting scheduled for Thursday, January 22, 2026, at 4:00 pm at Mishawaka Public Library. All work is more particularly described in Contract Documents that are on file and available during regular business hours after December 19, 2025. This project includes mechanical and lighting upgrades, including new air handler units, new air-cooled chiller, new interior light fixtures and new suspended acoustic ceiling system at the Bittersweet Branch library, located at 602 N Bittersweet Rd, Mishawaka, IN 46544. Bids shall be properly and completely executed on the Bid Form provided and accompanied by a non- collusion affidavit, Form 96 of the State Board of Accounts, financial statement, bid bond or certified check, each for a value of not less than ten percent (10%) of the Bidder’s total bid amount, including all alternatives bids items and other items as noted. The guarantee shall be made out to: Mishawaka-Penn- Harris Public Library. The successful bidder will be required to furnish Contract Performance and Payment Bonds for 100% of their contract amount prior to execution of contracts. Bonds shall be maintained in accordance with IC 36-1-12-13.1 and 36-1-12-14. Bonds shall be in full force and effect for a period of at least 12 months after the date of Final Completion of the Contract. The Mishawaka Penn Harris Public Library will utilize evaluation criteria set forth in the bid pursuant to I.C. 5-22-7-2 and the bid shall be awarded to the lowest responsible and responsive bidder pursuant to I.C. 5-22-7-8. Pursuant to Indiana Code 22-5-1.7-11, the successful Contractor entering into a contract with Mishawaka Penn Harris Public Library is required to enroll in and verify the work eligibility status of all its newly hired employees through the E-Verify program. Pursuant to Indiana Code 5-22-16.5 Mishawaka Penn Harris Public Library may not contract with a person who is engaged in investment activities in Iran.
