Two Request for Proposals to be Issued December 30 for the Purchase and Development of 55 Vacant,
City-owned Lots
The City of Phoenix Neighborhood Services Department invites electronic proposals for the purchase and development of the subject lots for the creation of mixed-income and affordable infill housing opportunities.
• South Mountain Village: 13 residential and/or multifamily and four commercial City-owned vacant lots. Interested applicants are encouraged to attend the South Mountain Village pre-proposal meeting on Tuesday, January 20, 2026, at 10:00 a.m.
• Isaac Redevelopment Area (RDA): 38 residential and/or multifamily and/or mixed-use City-owned vacant lots. Interested applicants are encouraged to attend the Isaac Redevelopment Area (RDA) pre-proposal meeting on Thursday, January 22, 2026, at 10:00 a.m.
Proposals are due by 2:00 p.m. on Friday, April 3, 2026.
The Request for Proposals packets will be available on December 30, 2025 online at https://www.phoenix.gov/administration/departments/nsd/solicitations.html or may be picked up at Phoenix City Hall, Neighborhood Services Department, 200 W. Washington St., fourth floor, Phoenix AZ 85003.
