LEGAL NOTICE
The following are summaries of ordinances adopted by Canton City Council on Nov. 24, 2025. The complete text of the ordinances may be obtained for 10 cents per page or viewed free at the office of the Clerk of Council in City Hall, 218 Cleve. Ave. S.W., Canton, Ohio 44702, during non holiday weekdays from 8:00 a.m. to 4:30 p.m.
Ordinance No. 220/2025
The Mayor or Safety Director is authorized to enter into any contracts necessary with Dirty Hands Excavating and Construction for the demolition of 707 5th St. NE in an amount not to exceed $200,000. Adopted as an emergency.
Ordinance No. 221/2025
The Mayor or Service Director is authorized to enter into Change Order No. 2 with CPS Construction Group in an estimated amount of $24,200 for the City Hall Parking Garage Repair Project. The Auditor is authorized to pay all moral obligations related to this change order retroactively authorizing all actions taken in relation to its completion. Adopted as an emergency.
Ordinance No. 222/2025
The Mayor or Service Director is authorized to enter into an agreement with Community Building Partnership of Stark County, Inc. (CBP) in an amount not to exceed $250,000 utilizing Issue 13 Comprehensive Plan Neighborhood Funds. CBP will continue programs to incentivize City owner occupants in completing exterior upgrades and/or code compliance renovations and several additional neighborhood programs. Adopted as an emergency.
Ordinance No. 223/2025
The Clerk of Council, pursuant to Chapter 947 of the Codified Ordinances and Chapters 701 and 743 of the Ohio Revised Code, is authorized to certify the list of unpaid and delinquent charges for board ups/clean ups/demolition services performed on behalf of the Building and Code Dept. attached as Ex. A of the ordinance, to the Stark County Auditor, to be entered upon the tax duplicate to be liens upon such lands from the date of entry and to be collected as other taxes and assessments. The Clerk of Council is authorized to delete any property owners’ names or adjust the dollar amounts owed, if applicable, prior to certification to the County Auditor provided that the Service Director, Safety Director or their designee provides documentation to do so. Adopted as an emergency.
Ordinance No. 224/2025
The Clerk of Council, pursuant to Chapter 947 of the Codified Ordinances and Chapters 701 and 743 of the Ohio Revised Code, is authorized to certify the list of unpaid and delinquent charges for grass mowing services performed on behalf of the Building and Code Dept. attached as Ex. A of the ordinance, to the Stark County Auditor, to be entered upon the tax duplicate to be liens upon such lands from the date of entry and to be collected as other taxes and assessments. The Clerk of Council is authorized to delete any property owners’ names or adjust the dollar amounts owed, if applicable, prior to certification to the County Auditor provided that the Service Director, Safety Director or their designee provides documentation to do so. Ordinance No. 225/2025
The Mayor or Service Director is authorized to enter into contract amendment No. 1 with Burgess & Niple, Inc. in an amount not to exceed $136,200 for engineering services related to the Maple Ave. NE Sanitary Sewer G.P. 1374 Project. The Auditor is authorized to pay all moral obligations related to this contract amendment. Appropriation Ord. No. 55/2025 is amended by making the supplemental appropriation of $97,800 from the Unappropriated Balance of 5201 Water Fund. Adopted as an emergency.
Ordinance No. 226/2025
The Mayor or Service Director is authorized to enter into Change Order No. 5 and Final with Cavanaugh Building Corporation in an estimated amount not to exceed $9,505 for the Health Dept./Sears Bldg. Renovation Project. The Auditor is authorized to pay all moral obligations related to this change order or necessary to close out this project. Adopted as an emergency.
Ordinance No. 227/2025
Chapter 110, Public Records of the Codified Ordinances of the city of Canton is amended to comply with new Ohio law and to remove unnecessary language. Adopted as an emergency.
Ordinance No. 228/2025
Subsection (a) of Section 1166.03, Administration, of Chapter 1166, Flood Hazard Zoning District of the Planning and Zoning Code of the Canton Codified Ordinances is amended to reassign the title of Floodplain Administrator to the City Engineer or their designee.
Ordinance No. 229/2025
The Mayor or Service Director is authorized to enter into a change order with Dunlop & Johnson, Inc. in an amount not to exceed $29,240.94 for the Traffic Engineering Maintenance Bldg., GP 1446. The Auditor is authorized to pay all moral obligations related to this change order retroactively authorizing all actions taken in relation to its completion. Appropriation Ordinance No. 55/2025 is amended by making the supplemental appropriation of $17,000 from the Unappropriated Balance of 5604 Sanitation Bldg. Proj. Fund. Adopted as an emergency.
