Invitation to Bid The Housing Authority of the City of Erie (HACE) will receive sealed bids for the 2025 Capital Fund Projects for the following contract: HACE Project 26-1: Roof Replacement at Lake City Scattered Site Locations – General Construction Bids will be received until 11:00 A.M. Eastern Prevailing Time, on Tuesday, January 20, 2026, at 606 Holland, Erie, PA, 16501, at which time and place all bids will be publicly opened and read aloud. An electronic link for Plans and Specifications may be obtained by prospective bidders by mailing a non-refundable check in the amount of $50.00 to the office of the Architect, Roth Marz Partnership, 3505 Chapin Street, Erie, PA 16508. Prospective bidders must include company name, contact person and email address for the electronic link to be released. Bid security in the minimum amount of ten percent (10%) of the bid shall be submitted with each bid. The successful bidder will be required to furnish Performance Bond, Payment Bond, and Insurances. HACE reserves the right to reject any or all bids and to waive informalities in bidding. No bid shall be withdrawn for a period of 60 days subsequent to the opening. Contractors must ensure that applicants for employment are not discriminated against because of their race, color, religion, sex, national origin, or handicap status; and that the Resident Employment and Training Requirements of Executive Order #11246 and Section 3 Clause of the Housing and Urban Development Act of 1968, as set forth in Title 24, Part 135, be addressed in a substantive manner. The Contractor must use their best efforts to carry out the HACE Minority Business Enterprise Policy. The Contractor must utilize, to the greatest extent feasible, minority and female-owned business concerns, and provide employment opportunities for public housing residents.
