E.P. Foster Library Modernization
Request for Proposals (RFP) submission due
January 12th, 2026, at 2:00pm PST
Swinerton Builders is seeking subcontractors to bid for the E.P Foster Library Modernization (County of Ventura, (Project # CP26-12), located at 651 East Main Street, Ventura, CA 93001.
Project Overview, The proposed project is a Rehabilitation / Modernization of an existing two-story Library, approx. 29,291 SF. Project consists of selective demolition, abatement, roof diaphragm strengthening, roof framing improvements for new HVAC, new HVAC system, new electrical transformer & switchboard upgrades, elevator modernization, restroom upgrades, library and staff lounge upgrades, replacement of exterior windows/storefront systems, flooring and lighting replacements, re-roofing, interior & exterior painting.
1. Bid Price Guarantee Period: Bid price to remain valid for 90 calendar days after Proposal due date
2. This is a publicly funded project.
3. Project has DIR (Department of Industrial Relations) requirements.
4. There are Prevailing Wage requirements, both Federal and State (include costs for the more stringent requirements).
5. There is a 30% Goal for the Section 3 requirements of the Housing and Urban Development (HUD) Economic Opportunity Plan for Local Businesses and Lower Income Persons. (Please fill out and return Attachment A (see Spec Book pdf pgs. 32-35 of 1057), Attachment E (see Spec Book pdf pg. 36 of 1057) and Acknowledgment Table (see Spec Book pdf pg. 41 of 1057) prior to bid submission
6. There is NO PLA and NO CWA.
Schedule: Construction Phase is from approx. March 2, 2026 to February 2, 2027.
Bid Packages (includes but is not limited to): Final Cleaning, Steel & Misc. Steel, Rough Carpentry, Insulation, Roofing, Sheet Metal & Metal Roof Screen Panels, Glazing, Lath & Plaster, Tiling, Acoustical Ceilings, Flooring, Painting, Window Treatment, Mechanical, Electrical, Plumbing, AC Paving, Pavement Markings, Site Concrete.
Swinerton Self-Perform intends to competitively bid the following trades: Selective Demolition, Concrete, Millwork, DFH, Drywall, Specialties.

At Swinerton’s discretion, Swinerton may require a Payment and Performance bond and/or a letter of bondability from a qualified and accepted Treasury listed Surety within 48 hours of demand. Please provide bond rate together with single project bond $ limit for scope of work to be performed in your proposal.
