Request for proposal For Physical Needs Assessments Physical conditions Assessment and Energy Audit   The Housing Authority of Kings County (HAKC) is seeking the services of a consulting firm in developing an initial physical Needs Assessment (PNA) of the Authorities Public Housing stock, Physical Condition Assessment (PCA) FOR 15 Sycamore Court units and 3 scattered site units to include an energy audit for both, as per criteria required by the Department of Housing and Urban Developments (HUD) Physical Needs Assessment tools.   Proposal packets may be obtained at no cost in person at the administrative office of the Housing Authority of Kings County any business day between the hours of 7 am and 12 noon at 680 North Douty Street Hanford California. Or by calling Tony Gonzales at (559) 582 – 2806 Ext. 106, or by e mailing at agonzales@hakc.com   The services to be provided are regarded as professional services and selection will be based on the points system, such as not only price, but ability, size, proximity to HAKC And other similar factors will be used in awarding the contract. All questions and comments must be submitted in writing and no later than January 12,2026 and any clarification or addenda will be submitted to all prospective proposers.   Proposals shall be submitted in a sealed envelope, bearing the name and address of the proposer, plainly marked to indicate the subject and contract proposal# and addressed to the Housing Authority of Kings County, Attention Tony Gonzales 680 North Douty, Hanford California 93230 by 12 pm pacific time January 16,2026. E mailed copies will be accepted by deadline date and time, immediately followed by an original copy through the mail.
